Ukraine's Defense Minister, Rustem Umerov, recently stated at the Ukraine: Year 2025 forum held on February 23rd, 2025, "Ukraine has alternatives for the Starlink internet system," amid growing tensions between the country and the tech mogul over Musk's ties to Russia and recent statements concerning the war. Reports indicated the U.S. government threatened to block Starlink access if Kyiv didn't agree to terms over its natural resources, though Musk denied such claims. President Volodymyr Zelensky remarked there had been no threats to cut off Starlink, but such possibilities lingered on the horizon.
Starlink's terminals have been instrumental for on-ground operations, with approximately 42,000 terminals utilized across military units, hospitals, and aid organizations. Notably, Kyrylo Budanov, head of Ukrainian military intelligence, confirmed, "No Starlinks belonging to Ukrainians have been turned off so far," noting the U.S. has the capability to disable Starlink connections but had not exercised this against Ukraine to date.
Across the globe, Pakistan faces its own uncertainties concerning Starlink availability. Following the government's imposition of a national firewall, many citizens have reached out to Musk on social media, requesting Starlink connectivity. Musk responded, stating SpaceX awaits approval from the Pakistani government to initiate services. A disturbing narrative surfaced about victims of human trafficking falling prey to fraud schemes connected with Starlink usage. Erin West, the former deputy district attorney for Santa Clara County, revealed dire communications from victims trapped within these criminal operations: "Elon Musk's Starlink is installed above all the buildings... If the fraud network here is down, we can regain our freedom." Such revelations have prompted calls for SpaceX to intervene and deactivate connections used by these illegitimate enterprises.
With multiple scamming compounds reportedly utilizing Starlink connections, data has shown thousands of logins from mobile devices across eight known scam locations along the Myanmar-Thailand border, precipitating calls for regulatory oversight. Rangsiman Rome, a Thai politician, stated, "If we can target which compound uses Starlink, we can stop the compound using Starlink."
The reign of Starlink’s services does not remain devoid of governmental scrutiny. Jessica Tillipman, associate dean for government procurement law studies, raised ethical concerns about Musk’s dual roles as both business innovator and political ally of former U.S. President Donald Trump, which may culminate in conflicts of interest with federal contracts. Lawmakers have voiced discontent over the potential ramifications of granting high-stakes contracts — including significant FAA contracts — to Musk's companies.
