South Korea Delays Opening Of Embassy In Cuba

Logistical challenges push back plans for diplomatic mission to next year.

South Korea's plans to open its embassy in Cuba have been thrown off schedule, with officials now aiming for early next year instead of the previously planned late 2023 date. The delay has been attributed predominantly to logistical challenges and difficulties securing necessary materials rather than political issues.

The aim to establish official diplomatic relations was set forth when South Korea and Cuba announced the formation of ties on February 14, 2023, marking the beginning of closer diplomatic engagements between the two nations. Some officials expressed optimism about this budding relationship, noting fruitful interactions since the announcement, including high-level meetings during the U.N. General Assembly.

A diplomatic official speaking to Yonhap News Agency remarked, "Overall preparations have been delayed as it hasn't been easy to find even the smallest things." This highlights the significant struggles faced by South Korean staff currently stationed at their temporary office, which is located at a business trade center in Havana, surrounded by several foreign embassies and important local institutions.

One of the biggest challenges impeding progress has been Cuba's systemic issues such as rampant power outages and fuel shortages. The same official noted, "The overall situation in Cuba has not been great due to frequent power outages and lack of fuel," pointing to the stark reality of operating under such conditions. The inability to secure basic office supplies has forced South Korea to postpone the opening of the fully functioning embassy.

While the delays are inconvenient, South Korea remains committed to moving forward with its diplomatic mission. Both countries were eager to formalize their relationship, especially as this initiative has raised eyebrows across the border with North Korea. This neighboring country has long boasted of its sisterly ties to Cuba, established since the mid-20th century.

North Korea responded with visible displeasure following the announcement of South Korea-Cuba diplomatic relations and appeared to reduce its media coverage of the Caribbean nation significantly after the February agreement. Reports noted North Korean officials showed more caution during their diplomatic exchanges following South Korea's move.

Seeking to assert its significance, North Korea's Ambassador to Cuba, Han Su-chol, visited Cuban President Miguel Díaz-Canel just weeks after the South Korean announcement. During this meeting, he relayed messages from North Korean leader Kim Jong-un, underscoring the value North Korea places on its relationship with Cuba.

The establishment of the embassy is seen as pivotal for South Korea, which is investing significantly to solidify ties with Cuba. Efforts are underway to streamline the logistical processes required for the final opening. South Korean officials remain hopeful of fulfilling their ambition to operate alongside other nations represented within the Havana diplomatic enclave.

Despite the challenges, South Korea has proactively requested Cuba's cooperation to expedite the material procurement process. This showcases not only their commitment to nurturing bilateral ties but also their acknowledgment of the practical realities governing diplomatic operations within Cuba's current economic climate.
