Simon Case Rejoins Garrick Club Amid Controversy

Civil servant's membership decision sparks debate over equality and inclusiveness

High-profile resignations often send shockwaves through institutions, especially when those resignations are tied to controversies. The latest case involves Simon Case, the head of the civil service, who has stirred up quite the conversation by rejoining the Garrick Club just six months after stepping down over its controversial men-only membership policy.

The Garrick Club, famed for its illustrious members, has been under scrutiny for its exclusive stance. Founded way back in 1831, it long resisted calls for admitting women, only changing its regulations following a vote among its 1,500 members this past May. Now, after having quit the club amid public pressure and leaked membership lists, Case has reportedly been allowed to come back as members who resigned are permitted to retract their decisions.

This move has raised eyebrows, especially considering Case's earlier commitment to fostering diversity and inclusiveness within the upper echelons of the civil service. His departure from the club was followed closely by questions about his ability to advocate for equality when associated with such exclusive environments. During one particularly tense select committee hearing, he was even asked how he could champion inclusivity if he remained part of the Garrick. The urging of members within the club and the civil service, spotlighting equality issues, seemed to resonate, prompting his initial exit.

But evidently, the allure of the Garrick has proved tempting. Now, after the change of membership policy, Case's decision to slip back through its doors has drawn criticism from various quarters. "Staying a member when just two women have joined… signals a lack of sincerity," remarked Prof. Rosie Campbell from the Global Institute for Women’s Leadership at King’s College London.

Case isn’t alone, as Sir Richard Moore, head of the Secret Intelligence Service, also stepped back from the club but isn’t expected to return. Meanwhile, it’s worth noting the historical significance of the club; including notable members like King Charles and actors like Benedict Cumberbatch and Brian Cox, the Garrick's legacy has been enriched but weighed down by its exclusionary past.

More than just Case’s rejoining the Garrick Club highlights the tension between traditional institutions and the changing dynamics of society. While Dame Judi Dench and Dame Sian Phillips made history by becoming the first women to join the club, their membership provides only a glimpse of progress against what many view as sluggish advancements. Critics argue more needs to be done to fast-track women’s entry and address systemic issues within clubs like the Garrick.

Pundits from various spheres have chimed in. Jill Rutter of the Institute for Government commented, “Progress will be very slow…” This sentiment reflects broader concerns about institutional change and how these elite clubs adapt—or fail to adapt—to contemporary values.

With Case signaling plans to step down from his Cabinet Secretary role by the end of the year for health reasons, the reasons behind his actions carry added weight. The timing creates questions about whether his rejoining the Garrick is just coincidental or if it reflects other ambitions.

Leaving the Garrick was initially seen as brave, perhaps even necessary, for someone advocating for inclusivity. Now, his return raises queries about the authenticity of his earlier resignation and frustration over elite institutions’ slow reforms. Whether this incident leads to more significant changes within the Garrick Club or simply highlights the struggles of contemporary inclusivity remains to be seen.
