According to preliminary autopsy findings by the Onondaga County Medical Examiner’s Office, Brooks died due to asphyxia from compression of the neck, with the evidence indicating his death resulted from actions taken by others. This incident highlights the alarming culture of violence prevalent within the state’s correctional facilities.

Governor Kathy Hochul expressed her horror following the video’s release, stating, “I have been clear... I will not tolerate anyone who violates [the responsibility to protect those in custody].” Following her remarks, she directed the Department of Corrections to commence the termination process for 14 prison staff members involved. James reiterated her commitment to conducting a thorough investigation, assuring the public of her office’s dedication to ensuring justice for Brooks and holding those accountable responsible.

Brooks, serving a 12-year sentence for stabbing his girlfriend, had previously spent time at Mohawk Correctional Facility before his transfer to Marcy. The incident has raised concerns about the systemic issues within New York’s prison system, as indicated by the Corrections Association of New York (CANY), which noted pervasive abuse among inmates. Their findings from prior reports suggested significant concerns about racial discrimination and violent behavior exhibited by corrections officers.

Attorney Elizabeth Mazur, representing Brooks' family, described the footage as “horrific” and expressed the family's devastation at witnessing their loved one’s violent demise at the hands of those sworn to protect him. “He deserved to live,” she stated, emphasizing the need for accountability for the guards who inflicted such brutality. New York State Senator Julia Salazar emphasized the need for systemic change within the correctional facilities, condemning the culture of violence and calling for criminal charges against the involved officers. She lamented, “It should not even be possible for this to occur inside a New York state prison,” urging swift legislative action to reform the system.

The violent treatment of Brooks is not isolated; statistics from 2023 indicated alarming levels of violence within prisons, with reports highlighting numerous inmate fatalities and recurrent incidents of brutality.
