Meanwhile, the Champlain Valley School District is evaluating the phone-free schools movement during the current school year. Under Interim Superintendent Adam Bunting, the district plans to form a committee comprising teachers, parents, and students to establish recommendations for future cell phone policies.
Currently, individual schools within the Champlain Valley district have their own policies, which may lead to discrepancies. At Williston Central School, students can carry their phones but must keep them stored during the school day, whereas high school students have more lenient rules.
Bunting noted the research indicating the adverse effects of cell phone use on students' mental health and concentration levels. He stated, “We want to learn more. The research is pretty clear about the impact of cell phone use and social media on student mental health.”
Support for stricter phone regulations seems to be prevalent among educators. State Representative Erin Brady, who serves on the education committee, pointed out the challenges of enforcing current policies, describing it as “very hard to enforce” when phones are physically on students.
To combat distractions, some Vermont high schools, like Harwood Union and Thetford Academy, have already initiated phone-free policies, requiring students to store their devices securely using lockable pouches. This approach seeks to facilitate greater engagement between students and teachers.
Reflective of similar trends, Greenwich Public Schools are set to implement strict phone regulations beginning September. The policy outlines specific guidelines across all grade levels, emphasizing responsible use and creating consistent enforcement throughout the district.

Greenwich's new regulation extends beyond cell phones to other smart devices, such as Apple Watches and Fitbits. Only district-issued devices will be permitted during school hours, and all personal devices must be stored away if brought to school.
Citing educational reasons, Professor Chuck Lowery from Virginia Tech expressed mixed feelings about mobile technology use. He noted, “Cellphones have been used as teaching tools... While it can definitely be a distraction, it can also be a great learning tool.”
Virginia schools are also reacting to the growing concern, as Governor Glenn Youngkin recently signed Executive Order 33, mandatorily limiting cell phone usage during school hours. This policy aims to minimize distractions without undermining the potential benefits of technology when utilized effectively.
The growing trend is evident nationwide, as feedback on Virginia's guidelines is set to close soon, potentially resulting in decisions by school boards by next January.
