Scam Calls From Fake Police Numbers Surge Nationwide

Fraudulent phone calls impersonate police departments, causing over 10 million yen in losses.

Authorities across Japan are grappling with alarming reports of fraudulent phone calls originating from numbers identical to those of legitimate police stations. These deceptive calls have led to significant financial losses, raising serious concerns among citizens who might be inclined to trust such familiar identifiers.

Recent investigations reveal over 1,400 instances of these scam calls occurring nationwide from January 2024 to March 18, 2025. The Tokyo Metropolitan Police's Shinjuku Police Station emerged as the most targeted, receiving 788 reports of scams originating from its representative number. Other police entities, including the Chuo Police Station of the Tokyo Metropolitan Police Department, also reported incidents, with 29 cases involving impersonators masquerading as their officers.

Fukuoka Prefecture has been particularly affected, with confirmed instances of calls pretending to be from various police departments, including the notorious Sapporo Chuo Police Station from Hokkaido and the Osaka Prefectural Police Headquarters. According to local reports, five cases of fraudulent calls were confirmed by March 14, and it was revealed one notable victim was a 71-year-old man from Fukuoka City who was tricked out of more than 10 million yen after believing he was speaking to police representatives.

From the outset of 2024, the National Police Agency tallied 1,458 victim reports relating to these fraudulent calls. The Tokyo Metropolitan Police Department alone accounted for the highest number of complaints to police headquarters, with 171 reports. Other notable regions included Hyogo Prefecture with 94 reports, and both Aichi and Shizuoka Prefectural Police Headquarters with 76 each, alongside Nara Prefectural Police Headquarters, which had reported 53 instances, and Osaka Prefectural Headquarters with 22 confirmed cases.

Despite these alarming occurrences, police experts are still investigating the methods by which scammers manage to falsify such pivotal information, particularly how they cloak their true identities by using legitimate police numbers. "It is uncertain how they display authentic police numbers," officials warned. "We are diligently working to understand and counter these malicious activities."

The Fukuoka Prefectural Police Headquarters has issued public warnings encouraging citizens to be vigilant and cautious, particularly when receiving unsolicited calls, even those which appear to originate from trustworthylike police departments. They advised individuals to hang up and directly contact law enforcement if they suspect any dubious activity instead of engaging with the caller.

Notably, citizens are reminded not to act hastily based on caller ID, since even the most convincing impersonators may pose serious threats. The police urge individuals to think critically and verify identities, especially when addressing sensitive matters like money or personal information.

This surge of fraudulent activity poses not only financial risks but also public safety concerns about potential exploitative behaviors directed at vulnerable populations. Elderly individuals, often perceived by scammers as easier targets due to potential lack of technology or awareness about fraud, are among those most affected. Law enforcement agencies are working tirelessly to spread awareness about this kind of scam, emphasizing the importance of not succumbing to high-pressure speech or emotional appeals typically used by these fraudsters.
