Saudi Arabia Pauses BRICS Membership Process

Internal procedures delay Saudi Arabia's full integration as BRICS member state.

Saudi Arabia has officially paused its process of obtaining full membership within the BRICS group, as confirmed by Russian presidential aide Yuri Ushakov. This decision highlights the internal procedural challenges the Kingdom faces even after being invited to join the group.

According to Ushakov, Saudi representatives participated actively during various BRICS events this year but refrained from engaging in document development and joint decisions. He stated, "They referred to the fact the internal procedures necessary for joining BRICS have not yet been completed. That is, even though they were invited as full members, they took a pause on this matter." This cautious approach appears to stem from the need for more time to fulfill internal requirements for membership.

Despite its hesitance, Saudi Arabia’s involvement has been notable. The nation had been represented at numerous BRICS activities throughout 2023. Ushakov emphasized, "Representatives of Saudi Arabia attended many events we held within the association, but refrained from developing documents and making joint decisions," illustrating the nation's reluctance to formalize involvement until procedural hurdles are resolved.

The situation now affects the larger BRICS narrative, particularly with the recent inclusion of new members. Ushakov confirmed Egypt, Iran, the United Arab Emirates, and Ethiopia as recent additions, each engaging positively and constructively with the group. This introduces significant shifts within BRICS, as these countries actively support collective initiatives and decision-making.

Interestingly, Argentina, which was invited to join alongside Saudi Arabia, has backed out of its membership application just before the formal admission process, opening opportunities for the other nations involved. Ushakov remarked on the burgeoning interest from over 20 additional countries expressing intent to engage with BRICS, indicating growth and global intrigue surrounding the organization.

Sustaining significant relevance, Ushakov also pointed out the unprecedented number of applications received prior to the BRICS summit held recently. He noted, "With regards to BRICS countries, there were 35 applications to join the organization before the Kazan summit, leading to the creation of new partner categories for 13 states." This reflects not only interest from nations worldwide but also highlights BRICS' rising stature on the global stage.

Looking forward, the hesitancy of Saudi Arabia to solidify its membership raises questions about its future role within the alliance as it navigates domestic priorities. The internal procedures might take time, but as the geopolitical chessboard shifts—especially with rising tensions globally—the dynamics could change. BRICS may need to adapt or reconsider engagement strategies as the global order evolves.

Ushakov’s comments reveal the complex balancing act facing nations like Saudi Arabia. He confirmed those internal discussions are still underway, assessing how Saudi Arabia may fit as BRICS develops its goals and purpose.
