Starting 2025, Russian drivers may find themselves faced with new regulations surrounding the renewal of their driver's licenses. This shift follows the government's earlier temporary measures which had provided room for automatic extensions of licenses due to the COVID-19 pandemic and other pressing issues.
According to legal expert Dmitry Slavno, not all driver's licenses will be renewed automatically as some motorists may mistakenly believe. "People say: 'My license expired in 2022, but since it was extended for three years, I’ll change it in 2025. And as it’s extended again, I’ll change it in 2028.' No. Citizens must replace their driver's license at most every three years. So if it was extended due to the peace situation, it must still be replaced at the original expiration date," Slavno stated. This clarification is particularly relevant for licenses issued or renewed prior to the government interventions.
Under the rules enforced since 2022, the Russian government had established special provisions allowing for the automatic extension of driver's licenses, which were set to expire between January 1, 2022, and December 31, 2025. Motorists whose licenses were set to expire during this period need to be aware of the expiration timelines closely, especially for those who were granted extensions. Slavno emphasized the urgency for licenses expiring at the end of 2025. "Those whose licenses are up for renewal must swap their documents, particularly those who have had their licenses originally set to expire during the specified period, as they no longer enjoy extensions after this cutoff," he explained.
This is a departure from the automatic extensions drivers have grown accustomed to over the last few years. The Russian government has confirmed no more extensions will be granted post-2025. "Legislation does not allow for the subsequent automatic renewals for national driver’s licenses. Citizens, whose licenses expired circa June 2022, must prepare for replacements as those licenses files must necessarily be adjusted by 2025," said Oleg Barkovsky, Deputy Chief of the traffic police department at the Ministry of Internal Affairs of Russia.
This change will impact anyone who holds licenses expiring between 2022 to 2025, meaning if your license was to finalize during this timeframe, it will be invalidated beyond December 31, 2025.
Barkovsky added clarity to the timeline confusion many Russian drivers might harbor, indicating clearly, "The automatic extension of Russian licenses terminates entirely by the end of 2025. Beyond this point, all drivers must adhere to the traditional replacement rules associated with licenses. No patient indefinite extensions will be permitted. This includes holders who've seen their licenses extended on paper—extra care should be determined to address license replacements before the term concludes or they risk facing penalties, including fines or even getting barred from driving."
The fines for driving with an invalid license can amount to 15,000 rubles or equivalent to 205 USD, not to mention potential inconvenience from being barred from vehicle operation until licenses are renewed.
For various licenses with expiration dates between January 1, 2022, to December 31, 2022, it is pertinent to swiftly make arrangements for reissuance, particularly for those renewing documentation, according to extensive reports from Roskomnadzor.
There remains important deviations for license holders whose documentation was supposed to finalize post-2025. Barkovsky highlighted: "If your license was originally slated to expire beyond 2025, it will require replacements following standard procedures, meaning licensees must renew them as they come. Those needing replacements must conduct these operations without delays post your indicated expiration dates."
Russian citizens need to keep themselves informed about the specific permissions their licenses provide. For example, drivers should check dates of issuance on their current identification—that expiration is often indicated on license documentation. Though many Russian drivers retained spells of extension due to past measures, striving for proactivity will remain the norm.
Legal discrepancies and misunderstandings often cause obstacles; hence, drivers need to verify the precise stipulations of their licenses' status. The upcoming year will require responsible preparation for licensing swaps, with the risk of unintentional driving violations hovering if licenses aren't correctly handled.

Drivers should proactively track the durations of their permits, ensuring documentation is updated properly and timely to avoid legal issues as the effective dates limit renewals and fraud policies navigate the country.
