RTVE Faces Over One Million Euro Fine For 'La Revuelta' Scheduling Issues

The public broadcasting service RTVE is facing significant repercussions after it was confirmed this week it will incur over one million euros in penalties due to contractual violations relating to its hit show, 'La Revuelta'. This financial fine stems from repeated scheduling conflicts with the Loterías y Apuestas del Estado, disrupting the designated airing times for lottery results.

'La Revuelta', hosted by comedian David Broncano, has established itself as one of the channel's most popular programs since its launch. Despite its success, RTVE’s decisions to prioritize the entertainment show over its obligations to air lottery results have sparked considerable controversy, culminating in political scrutiny within the Senate.

During the parliamentary control session, members of the Popular Party criticized RTVE President José Pablo López for the financial losses resulting from these scheduling conflicts. Specifically, the contract with Loterías mandated the lottery results be aired between 21:45 and 22:30 from Monday to Friday, barring justified exceptions. Yet RTVE reportedly delayed airing the lottery results more than twenty times since 'La Revuelta' premiered, at times pushing the broadcast to nearly midnight to avoid interrupting Broncano's show.

López explained to the Senate committee, “The rigidities inherent in administrative contracts have restricted our operational flexibility.” He noted the corporation earned 12.5 million euros from Loterías during 2024—over one million euros less than expected due to the scheduling issues.

Critics like PP Deputy Ángel Ibáñez demanded accountability, stating, “Contracts are meant to be fulfilled,” questioning RTVE’s commitment to its obligations. López assured the assembly there is currently an internal inquiry underway prompted by one of the senators proposing it, aimed at reviewing the circumstances surrounding the scheduling conflicts.

Despite the tension, López defended 'La Revuelta', asserting it has considerable viewer value, saying, “It is worth more than the 14 million euros per season of its contract, and any channel would eagerly wish to have 'La Revuelta' on their network.”

Nevertheless, as these discussions unfolded, the senator Ana Martínez Labella raised concerns about the program's humor, particularly those involving drugs, alleging they could undermine public health messaging. López responded, emphasizing the commitment to minimizing jokes about drugs, highlighting attempts to comply with directives from the Corporación Audiencia Defender to temper trivialization of drug use.

RTVE’s tactical shift to amalgamate lottery results within 'La Revuelta's' runtime reflects attempts to mitigate the negative impact of the penalties. This integration includes airing results within the program’s framework rather than as standalone content. Consequently, this has permitted the network to satisfy contractual obligations without dismantling the successful program format.

While the final penalty was adjusted to just over one million euros from the initially proposed 1.5 million—following various appeals—the financial strain it imposes is severe, particularly for RTVE, which grapples with budgetary challenges. Further investigations might arise, examining potential breaches of internal regulations or even legal principles such as administrative malpractice, should evidence suggest decision-making significantly endangered RTVE's assets.

Despite these challenges, RTVE has signaled no intention to retract its commitment to 'La Revuelta', choosing instead to rebadge the lottery broadcasts within the entertainment framework.
