Ribeirão Preto City Council Bestows Honorary Citizenship On Bolsonaro

The decision sparks controversy amid recent legal challenges faced by the former president.

The Ribeirão Preto City Council made headlines on February 20, 2024, when it voted overwhelmingly to grant honorary citizenship to former President Jair Bolsonaro, stirring both support and opposition among council members and residents. The vote, which resulted in 16 favorable votes against just 4 objections, came just three days after the Prosecutor General of Brazil officially charged Bolsonaro, sparking varied reactions within the community.

The initiative, proposed by the president of the council, Isaac Antunes, was not entirely new, having been shelved since 2023 due to ignored debates. According to Antunes, the decision to revisit the Project of Legislative Decree No. 19/2023 was fueled by what he described as Bolsonaro's significant contributions to the city, especially during the COVID-19 pandemic, where he allegedly facilitated funds to bolster the local healthcare infrastructure.

On the night of the vote, the council chamber was filled to capacity with supporters, necessitating the distribution of admission tickets. Support came not only from local constituents but also from prominent figures within right-wing politics. Brazilian senators and federal deputies urged their supporters to attend and show their allegiance to the initiative. One such supporter was the deputy Fabiana Bolsonaro, who expressed her disdain for the recent charges against her father on social media, framing them as politically motivated.

The atmosphere during the vote was charged, requiring the Metropolitan Guard to bolster security to manage the tensions flaring between supporters and detractors of Bolsonaro. Notably, the opposing councilmembers from the Workers' Party (PT) and the Brazilian Democratic Movement (MDB) voiced their disapproval; they attempted to sway their colleagues against the motion but were outnumbered.

For the proposal to pass, it required two-thirds of the parliament members’ votes, totaling at least 15, meaning it achieved the necessary majority with the final tally of 16 for and 4 against. This led to discussions among the council about orchestrations for the ceremony where the honors would finally be presented to Bolsonaro.

Isaac Antunes justified the proposal by stating it was due to Bolsonaro's extensive services to Ribeirão Preto, emphasizing his assistance with health funding during the crisis and pledging greater support for philanthropic organizations throughout the city. He was quoted saying, “Perhaps, Bolsonaro, you might not even receive this title, but I am sure Brazil will rise to bring the true transformation we need,” showcasing the fervor and dedication behind the decision.

While the council celebrates this political milestone by recognizing Bolsonaro, the backdrop of his recent legal troubles looms large. Critics have often cited the alignment of local governance with the former president's controversial stances as troubling, arguing the dangers of political symbolism at local levels during sensitive times.

Future discussions around the ceremony for Bolsonaro’s honorary citizenship will likely proceed amid heightened political scrutiny and public interest. Some lawmakers have already hinted they wish to honor Bolsonaro as early as this semester, solidifying the bond between local politicians and the former president.

This decision by the Ribeirão Preto City Council not only reflects the polarizing nature of current Brazilian politics but also exemplifies the deep divides among political affiliations, echoing sentiments across the country. Whether this honor will translate to goodwill among constituents or deepen the rifts within the community remains to be seen.
