The United States is facing record levels of homelessness, with more than 770,000 people experiencing homelessness this January—a staggering 18% increase from the previous year, according to the latest report released by the U.S. Department of Housing and Urban Development (HUD). This marks the highest tally since the HUD report began tracking these figures in 2007, with the intertwined issues of affordable housing shortages, climate disasters, and increased migration compounding the crisis.
According to HUD's report released on Friday, the annual point-in-time survey counted 771,480 individuals as homeless, translating to about 23 out of every 10,000 Americans. Of alarming note, nearly 150,000 children experienced homelessness, representing a 33% surge from last year. Black people continue to be disproportionately affected, comprising 32% of those labeled homeless, yet only representing 12% of the overall U.S. population—a stark indicator of the systemic issues at play. "Our worsening national affordable housing crisis, rising inflation, stagnated wages, and the persisting effects of systemic racism have stretched homelessness services systems to their limits," HUD officials stated.
The rise is attributed to several factors. The scarcity of affordable housing, particularly acute since the end of pandemic assistance programs, has left individuals and families with limited options. The aftermath of devastating natural disasters, such as the 2023 wildfire on Maui, which left over 5,200 individuals seeking shelter, has added to the homelessness problem. Migration patterns are another factor, as cities like Chicago and Denver reported drastic increases in family homelessness—up 39%—due to the influx of asylum seekers. HUD noted, "Family homelessness more than doubled in 13 communities impacted by migration, whereas it rose by less than 8% across the remaining 373 communities."
Among demographics, veterans are one group bucking the trend; their homelessness rates decreased by 8% this year, attributed to targeted funding and supportive housing initiatives. "The reduction in veteran homelessness offers us a clear roadmap for addressing homelessness on a larger scale," Ann Oliva, CEO of the National Alliance to End Homelessness, remarked. "With bipartisan support, adequate funding, and smart policy solutions, we can replicate this success and reduce homelessness nationwide." This positive development occurs alongside broader troubling trends, underscoring the need for continued commitment to structured and sustained housing initiatives.
While cities like Los Angeles and Dallas have reported declines of 5% and 16% respectively through revamped homeless assistance programs, the overall picture indicates troubling escalation. The report suggests the count does not fully represent the current circumstances, as significant policy shifts have occurred since January, including measures taken to control unauthorized crossings at the border.
Despite rising homelessness and the pressure on public resources, notable shifts have occurred. Many municipalities are enacting laws against public camping, fueled by frustrations over visible homelessness on city streets. A recent Supreme Court ruling has allowed cities to enforce these bans even without available shelter beds, raising concerns among advocates for the homeless about criminalizing the very act of being without shelter. “No American should face homelessness, and the Biden-Harris Administration is committed to ensuring every family has access to the affordable, safe, and quality housing they deserve,” stated HUD Head Adrianne Todman.
Experts are sounding the alarm about the economic realities fueling this crisis. The alarming report highlighting the record-high homelessness highlights persistent issues tied to rising economic pressures and inequities, particularly among families headed by single mothers, which saw poverty rates rise to levels not seen since 2018. Rev. William Barber from the Poor People’s Campaign emphasizes the urgency: "The lack of discussion on poverty and low-wage workers prevents the nation from having an honest look at unhoused populations. We need holistic solutions instead of criminalization of the homeless."
Authorities and advocates alike stress the imperative need for comprehensive strategies to address homelessness. Many have pointed to successful models from various communities. For example, Dallas's Street to Home Initiative, aimed to connect unhoused families to housing, contributed decisively to its 16% reduction, showcasing how focused efforts yield tangible results. Similarly, Los Angeles has benefited from federal, state, and local initiatives aimed at increasing the availability of affordable housing, leading to positive trends purported by housing advocates.
"The increasing visibility of the homeless crisis demands our attention," said Renee Willis, incoming interim CEO of the National Low Income Housing Coalition. "We continue to see the tragic, yet predictable, consequence of underinvesting in the resources and protections necessary to help more people secure safe, stable housing."
