On February 11, 2024, the Polícia Federal (Federal Police) conducted coordinated raids, executing 26 search and seizure warrants across the Distrito Federal, targeting locations linked to R7 Facilities.

This operation, codenamed "Dissímulo," aims to disrupt a network suspected of manipulating public tenders through false information and complex corporate structures. According to sources, R7 Facilities holds several lucrative contracts, including one with the Policía Federal itself for outsourcing labor.

Investigations started after the significant failures exposed during the recent escape of prisoners from the Penitenciária Federal de Mossoró. Following this incident, the CGU and the PF began inspecting contracts held by R7, leading to alarming discoveries. Evidence suggests connections between firms with familial, corporate, and labor ties, potentially colluding to defraud public bidding processes and misrepresenting their financial qualifications.

Claims have been made about inappropriate fiscal benefit claims, which enabled these firms to offer lower prices than their actual operational costs. The CGU noted, “these activities may constitute the crime of frustrating the competitive nature of bids, ideological falsehoods, false document use, and fraud against public administration.”

Details about R7 Facilities shed light on its controversial practices as the company has reportedly used 'laranjas' to conceal real ownership stakes, thereby evading scrutiny from government authorities actively probing its multiple contracts. The organization's failings extend to significant operational responsibilities tied to nationwide projects where they ostensibly did not provide the services as agreed.

Substantial irregularities were uncovered, including the overly advantageous tax exemptions from labor payroll burdens, which the CGU flagged as early as December 2023 during another tender process. These exemptions had apparently enabled R7 Facilities to underbid competitors without reflecting actual operational viability.

The investigations and recent actions raised serious questions about the issuing of contracts by the Senate, where the company was approved for two more tenders totaling R$ 48 million before suspicions were raised. The Senate's administration confirmed it would cease proceedings until R7 provided clarifications on the accumulating evidence of questionable practices. They implied, “We will evaluate any irregularities and respond accordingly if the legitimacy of their bid is questioned.”

A subtext to this investigation surfaces from R7's sudden rise within federal contracts, particularly after the new government began its term—forwarded by apparent irregular connections and the active search for accountability by those impacted by these actions. Currently, R7 Facilities holds contracts worth R$ 633 million since 2020 across various sectors including services for governmental branches.

Despite their evident involvement, R7 Facilities has yet to provide detailed public responses to the allegations and heightened scrutiny surrounding their business operations. Past remarks hinted at all operations being above board, denying claims of being operated under the auspices of front individuals.

The CFU's continued investigations signal more actions might follow. Recently, as discussions about the nature of public contracting have heated up, their findings could result not only in contract terminations but also potential legal ramifications for R7’s executives, including fines or bans from federal tenders.
