The Quang Nam Provincial Government has announced plans to implement social support and rehabilitation programs aimed at assisting individuals with mental health issues, autism, and psychological disturbances as part of its initiatives for 2025.
Under these new programs, Quang Nam aims for 80% of individuals affected by mental health conditions and autism to access healthcare services through various means. This ambitious target is set against the backdrop of increasing awareness of the needs of these vulnerable populations.
Key objectives for 2025 include ensuring 70% of children aged from birth to six years are early screened and diagnosed for autism spectrum disorders, which is pivotal for enabling prompt intervention. The plan details how severely affected children will receive appropriate treatment, education, and rehabilitation at established support and rehabilitation centers.
Another significant aspect of this support framework is aimed at children with disabilities, emphasizing access to inclusive education. Quang Nam’s strategy looks to allow 80% of preschool-age and primary school children with autism to receive educational opportunities, fostering inclusiveness from early development stages.
The province also plans to provide vocational training and support for individuals with mental health issues, helping them gain skills necessary for employment as per community guidelines. Households containing individuals with psychological disturbances will have the opportunity to access preferential loans, which is expected to buoy their financial situations.
Of utmost importance is the provision of free legal services to financially disadvantaged individuals, ensuring they are aware of their rights and can access the necessary legal support. The province pledges to cater to 100% of homeless individuals with serious mental health disorders through comprehensive caregiving and rehabilitation programs.
Quang Nam is determined to boost community involvement, with expectations set for 60% of social assistance facilities caring for those with mental illnesses to offer sports and cultural clubs. This not only encourages participation within these marginalized groups but also fosters their integration through community engagement.
Efforts to address the alarming rates of depression and anxiety are set to include psychological counseling and social rehabilitation services within community and healthcare facilities. For families facing these challenges, the province plans targeted training sessions aimed at increasing awareness and skills on how to provide support for their loved ones.
Funding for these initiatives will come from allocated provincial budgets, supplemented by local and international resources as well as community contributions. This multifaceted financing approach is intended to maximize the benefits of available resources effectively.
The Quang Nam Provincial Government has primarily focused on integrating social activities and hence emphasized the need for partnerships with local communities. Currently, 93 organizations and agencies have partnered with 67 communes predominantly inhabited by ethnic minority groups, with cumulative investments nearing 23.9 billion VND.
These partnerships not only focus on socioeconomic improvements but also encourage shared initiatives such as supporting the construction of houses for low-income families and enabling the purchase of essentials for improved living conditions.
Programs extend beyond mere financial support; they also encompass social and cultural activities, ensuring communities remain engaged with one another. Projects have included the provision of solar energy lighting systems, classroom construction, and distributing bicycles to encourage educational access for children.
The strategic plan is positioned to significantly alter the lives of many families, making practical contributions toward alleviating the challenges associated with mental health and developmental disabilities. The provincial government aims to cultivate resilience and empowerment within communities, ensuring no one is left behind.
Quang Nam’s proactive initiatives are paving the way for inclusive development strategies where vulnerable groups are not only recognized but actively supported through comprehensive community-based care systems, promising both social integration and personal empowerment.
