Quang Nam And Da Nang Plan Major Administrative Merger

Efforts to streamline governance aim for efficiency and effectiveness in local administration.

The Steering Committee for arranging and merging administrative units of Quang Nam province and Da Nang city has issued Plan No. 01, aiming to streamline governance and enhance efficiency in these regions. This initiative is part of a broader effort to reorganize administrative structures in Vietnam, reflecting a commitment to improve public administration.

The plan assigns the Organization Committee of Da Nang City Party Committee to coordinate closely with the Organization Committee of Quang Nam Provincial Party Committee. Their primary responsibility is to monitor the implementation of tasks to ensure progress aligns with the established timeline.

In developing the project for merging the administrative units, the Steering Committee has emphasized the importance of a thorough and objective assessment of the limitations and challenges faced by both Da Nang City and Quang Nam province. This comprehensive evaluation will inform the proposed solutions aimed at continuing the reform and reorganization of the political system in the city, ensuring it remains effective and efficient.

Moreover, the project is set to prepare for the upcoming 23rd Congress of the City Party Committee for the 2025-2030 term. The Steering Committee has also called for bold proposals to address overlapping or inappropriate organizations and agencies, which are seen as obstacles to effective governance.

As part of the reorganization efforts, the project will suggest solutions to streamline the organization of agencies, localities, and units. This includes a focus on restructuring and improving the quality of staff, ensuring that public servants possess the necessary qualifications and capabilities to meet the demands of modern governance.

In addition to these initiatives, the Steering Committee has outlined specific tasks to be undertaken by the Organization Committee of Da Nang City Party Committee and the Organization Committee of Quang Nam Provincial Party Committee. They are expected to ensure that the implementation of these tasks adheres to the designated schedule.

Upcoming meetings are scheduled to facilitate discussions on this important project. The Steering Committee plans to hold a meeting to review the draft project on April 21, 2025. Furthermore, a conference involving key officials from both localities will take place on the morning of April 28, 2025, where opinions on the draft project will be solicited.

On the same day, the People's Councils of Da Nang City and Quang Nam Province will convene an assembly in the afternoon to discuss the draft project. This collaborative approach aims to gather comprehensive feedback to refine the project further.

Finally, the Steering Committee will incorporate the feedback received to finalize the project before submitting it to the Executive Committee of the Da Nang City Party Committee. This submission is intended for the Politburo, the Central Organization Committee, and the Government Party Committee, with a completion deadline set before May 1, 2025.

In a related development, the Executive Committee of the Party Committee of Lang Son province has also been proactive in reorganizing its administrative units. A specialized conference was recently held to review and approve the plan for arranging and merging commune-level administrative units within the province.

Co-chaired by Hoang Van Nghiem, the Secretary of the Provincial Party Committee, and other key officials, the conference included presentations from the Department of Home Affairs of Lang Son regarding the proposed plan. This plan aims to reduce the number of commune-level administrative units from 194 to 65, marking a significant reduction of 66.5%.

The new naming convention for these grassroots-level administrative units will be flexible, harmonizing the previous district-level naming with a serial number. This approach will ensure that the historical and cultural values of the locality are preserved while establishing a clear administrative structure.

During the conference, delegates expressed general agreement with the proposed plan. Secretary Hoang Van Nghiem urged local governments and agencies to thoroughly implement the directives from the Central Government. He emphasized the need for proactive management of financial and public assets to prevent corruption and ensure efficient governance.

In addition, the Secretary called for the development of a plan to manage documents and data throughout the reorganization process, ensuring compliance with regulations. It is crucial for local authorities to anticipate potential challenges as the new communes become operational, enabling timely recommendations and solutions.

The District Party Committees and City Party Committees have been tasked with coordinating efforts to finalize detailed plans for submission to the Department of Home Affairs. This collaborative effort aims to ensure that personnel are effectively assigned and positioned in the newly formed communes without disruption to ongoing administrative functions.

As Lang Son province prepares to transition to 65 communes and wards, the implementation of these administrative changes is expected to enhance the efficiency of local governance. The emphasis on continuity and smooth transitions will be vital to maintaining the effectiveness of administrative procedures during this significant restructuring.

Both Quang Nam and Lang Son provinces are currently at a pivotal moment in their administrative evolution.
