On the evening of Wednesday, May 7, 2025, Russian President Vladimir Putin welcomed Venezuelan President Nicolas Maduro to the Kremlin as part of the celebrations for Victory Day, marking the 80th anniversary of the end of World War II. This meeting highlighted the strengthening ties between Russia and Venezuela, with both leaders expressing satisfaction with their countries' growing relationship.

During the meeting, Putin thanked Maduro for his personal contribution to the bilateral relationship and for attending the commemorative events. He emphasized the significance of this day for Russia, referring to the Great Patriotic War as a pivotal moment in the nation’s history. "We call this war the Great Patriotic War. For Russia, for the Russian people, this is a special day - victory over Nazism," said Putin.

In response, Maduro praised Russia as a key global power, asserting its importance on the world stage. He expressed a desire for deeper cooperation between the two nations, which was formalized through the signing of a strategic partnership agreement. Chinese President Xi Jinping arrived shortly after Maduro, landing at Vnukovo Airport. Despite previous disruptions due to drone threats, the airport resumed normal operations just before Xi's arrival.

As the Kremlin prepared for the events, it was reported that several foreign leaders, including Brazil's President Luis Inacio Lula da Silva and Cuba's President Miguel Diaz-Canel, were also expected to attend. However, not all leaders were willing to participate; Indian Prime Minister Narendra Modi declined the invitation, and officials from Latvia, Lithuania, and Estonia announced the closure of their airspace to foreign dignitaries traveling to Moscow.

However, the EU has openly criticized the participation of leaders in the events, emphasizing the ongoing war and urging against attendance.

Due to the threat of drone attacks, many flights in and out of Russian airports have been canceled or delayed, affecting tens of thousands of passengers. Aeroflot, Russia's flagship airline, warned travelers of potential disruptions following restrictions imposed in response to security threats.
