Putin Lowers Conditions For Ukraine Ceasefire Talks

Amid ongoing negotiations, Zelensky remains cautious about unresolved issues

In a significant development regarding the ongoing conflict in Ukraine, President Vladimir Putin has reportedly softened his stance on several conditions necessary for a ceasefire and the restoration of peace. According to a report by the Financial Times on April 22, 2025, Putin has proposed halting offensive operations by Russian troops at the front lines and is willing to abandon claims of sovereignty over areas in four regions that Russia annexed in September 2022: Donetsk, Lugansk, Zaporizhzhia, and Kherson. This proposal emerged during a mid-April meeting between Putin and Steve Witkoff, a special envoy from U.S. President Donald Trump.

On the same day, Ukrainian President Volodymyr Zelensky expressed his readiness to negotiate with Russia “in any form” once a ceasefire is established. Speaking to the press in Kiev, Zelensky stated, “We are ready to sit down for negotiations in any format after a ceasefire to ensure that there are no dead ends.” However, he cautioned that many conflicting issues remain, including territorial disputes, security guarantees, and Ukraine's aspirations to join NATO. “It will be impossible to unify all points quickly,” he warned.

The White House has confirmed that Witkoff will travel to Moscow this week to continue peace negotiations with Putin, marking their fourth meeting aimed at discussing the potential end of the war. White House Press Secretary Karoline Leavitt emphasized that Trump is eager for peace and is increasingly frustrated with both sides. “They want everyone to know that negotiations are still continuing,” she remarked.

In a related development, Zelensky indicated that the Ukrainian delegation would discuss the possibility of a full or partial ceasefire during an upcoming meeting with European and U.S. officials in London on April 23, 2025. He reiterated that the top priority for Ukraine is an unconditional ceasefire.

Amid these diplomatic efforts, Zelensky made a startling claim regarding Chinese involvement in the conflict. He alleged that Chinese citizens are working at a drone manufacturing facility in Russia and accused Moscow of “stealing” drone technology from China. Zelensky stated he has directed his subordinates to relay these findings to the Chinese government through official channels. Following his comments, the Ukrainian Ministry of Foreign Affairs summoned the Chinese ambassador to express “serious concerns” about China's involvement with Russia.

Furthermore, the ongoing negotiations have revealed varying proposals from both sides. The Washington Post reported that the U.S. has suggested recognizing Russia's annexation of Crimea and freezing the current front lines between the two nations. However, Zelensky has consistently maintained that Ukraine will not recognize Russia's annexation, as it violates the country's constitution. He has, however, hinted at the possibility of regaining these territories through diplomatic means rather than military force.

On April 20, Zelensky proposed a 30-day cessation of missile and UAV attacks on civilian infrastructure by both Ukraine and Russia. Putin responded that Russia would consider this idea but emphasized the need to clearly distinguish when civilian facilities could be deemed military targets, particularly in situations where soldiers might gather.

As these discussions unfold, the geopolitical landscape remains fraught with tension. Zelensky has reiterated that Ukraine desires international support to ensure the enforcement of any peace agreement and to prevent further Russian aggression. Yet, Moscow has repeatedly rejected the notion of foreign forces being deployed to guarantee the peace.

In the United States, President Trump addressed concerns regarding the Federal Reserve, stating on April 22 that he has no intention of firing Fed Chairman Jerome Powell. However, he expressed a desire for the Fed to take more proactive steps in lowering interest rates. This statement appears to be an attempt to ease market fears regarding Powell's future after Trump had criticized the Fed's interest rate policies in recent days.

Trump also commented on trade relations with China, asserting that if Beijing does not agree to a trade deal, the U.S. will impose its own conditions. He assured that he would be “very courteous” during negotiations but indicated that tariffs on Chinese goods would not revert to zero following an agreement.

In a notable development within the World Economic Forum (WEF), the organization has initiated an investigation into its founder and former chairman Klaus Schwab for alleged financial and ethical violations. This inquiry follows Schwab's resignation from the WEF's board of directors, effective immediately as of April 21, 2025. The Wall Street Journal reported that the investigation was prompted by a recent letter of complaint accusing Schwab of misconduct.
