Psychiatrist Arrested For Issuing Fake Medical Certificates

A doctor at Volyn Regional Psychiatric Hospital faces bribery charges for fraudulent military service documents.

The head of one of the departments at the Volyn Regional Psychiatric Hospital in Lutsk has been detained on suspicion of demanding and receiving bribes. This serious allegation comes amid an investigation by the Volyn Regional Prosecutor's Office, which claims the official engaged in illegal activities involving the issuance of fraudulent medical documents.

According to the findings of the investigation, from December 2024 to May 2025, the suspect orchestrated a scheme to prepare and issue necessary medical certificates containing false information regarding the diagnoses of certain individuals. This deception allowed military conscripts to be classified as unfit for military service during the military medical commission (VLC), thus evading their obligations.

On May 7, 2025, the doctor was apprehended while allegedly receiving payment for these services, which were valued at 70,000 hryvnias. During a subsequent search of the official's office, law enforcement officers discovered 15,000 hryvnias in cash, further substantiating the claims of bribery.

The detained official has been named as Pavlo Rykhlivskyi, a psychiatrist and member of the military medical commission. He has been informed of the suspicion against him for committing a criminal offense under Part 3 of Article 368 of the Criminal Code of Ukraine, which pertains to the acceptance of bribes.

The ongoing investigation is being conducted by the investigative department of the Main Directorate of the National Police in the Volyn region, with operational support from the Strategic Investigations Department of the National Police of Ukraine. The process is being overseen by the Volyn Regional Prosecutor's Office.

This case highlights a troubling trend of corruption within the medical sector, particularly in relation to military service obligations. Similar incidents have been reported in the past, including a recent case where a state labor service official in Volyn was implicated in a bribery scandal concerning the concealment of a minor's death in a workplace accident.

As the investigation proceeds, authorities are deliberating on the appropriate preventive measures, including the potential for pre-trial detention and the official's suspension from his position. The Volyn media landscape is closely monitoring the developments in this case, as it raises significant concerns about the integrity of medical practices and the ethical standards upheld by public officials.

The implications of this case extend beyond just the individual involved; they touch on broader issues of trust in public institutions and the need for stringent oversight to prevent such abuses of power. The public's response to these allegations will likely influence future policies and regulations aimed at curbing corruption in the health sector.

In a society where the integrity of medical professionals is paramount, incidents like this one can undermine public confidence in healthcare systems. The fallout from this case could lead to calls for reforms that ensure transparency and accountability within medical institutions, particularly those involved in military service evaluations.

As the investigation unfolds, it is crucial for the authorities to act decisively to address these allegations and restore faith in the system. The community awaits further updates on the legal proceedings against Rykhlivskyi and any measures that may be implemented to prevent similar occurrences in the future.

The Volyn Regional Psychiatric Hospital and its staff are now under scrutiny, as the public demands clarity and accountability in the wake of these serious allegations. The actions taken in response to this incident will be a litmus test for the commitment to combating corruption within the healthcare sector in Ukraine.

While the outcome of this case remains to be seen, it serves as a stark reminder of the challenges that persist in ensuring ethical conduct among public servants. The need for vigilance and reform in the healthcare system is more pressing than ever as society grapples with the implications of corruption and misconduct.

In summary, the arrest of Pavlo Rykhlivskyi marks a significant moment in the fight against corruption within Ukraine's healthcare system. As authorities continue their investigation, the hope is that justice will be served and that measures will be put in place to prevent such abuses from occurring in the future.
