Politburo Delegation Inspects Binh Thuan's Political Operations

The inspection focuses on improving governance and socio-economic development across the province.

On March 8, 2025, Binh Thuan province was the focal point for significant governmental oversight, as the Politburo's Inspection Delegation No. 1923, led by Deputy Prime Minister Nguyen Hoa Binh, conducted inspections to review the province’s adherence to various political directives and resolutions.

The meeting commenced with Nguyen Van Hoi, member of the Central Inspection Committee, formally announcing Decision No. 1923-QDNS/TW, which established the delegation aimed at evaluating the Binh Thuan Provincial Party Committee's compliance with resolutions set by the Politburo.

This thorough inspection encompasses four primary areas:

  • Summarizing Resolution No. 18-NQ/TW from October 25, 2017, concerning the restructuring and efficiency of political apparatus laid out by the 12th Central Executive Committee.
  • Reviewing the execution of Directive No. 35-CT/TW from June 14, 2024, which pertains to the organization of Party congresses leading up to the 14th National Party Congress.
  • Implementing the recently adopted Resolution No. 57-NQ/TW on December 22, 2024, which seeks to promote breakthroughs in science, technology, innovation, and national digital transformation.
  • Monitoring the achievement of socio-economic goals as specified in Conclusion No. 123-KL/TW, which sets growth targets of 8% or more for the year 2025.

During the meeting, Deputy Prime Minister Nguyen Hoa Binh emphasized the importance of these resolutions, stating they are “critical as Vietnam braces for entry through to a new era of development.” He underscored the need to identify and address persistent challenges effectively, maximizing opportunities for growth. The priority for Binh Thuan, Binh noted, is to bolster its socio-economic development.

Nguyen Hoai Anh, the Secretary of the Binh Thuan Provincial Party Committee, expressed gratitude to the Politburo for their attention to local affairs, highlighting how this inspection would enable the province to articulate its achievements and challenges more effectively. He noted the current strategy was both responsive to directives and aimed at amplifying the province's strengths.

The Deputy Prime Minister recognized Binh Thuan’s efforts over the past seven years to fulfill the mandates of Resolution No. 18, declaring the province has largely met its obligations and enhanced its operational efficiency. The province has also addressed organizational challenges through effective leadership and management, he noted.

Briefing the delegation, Phó Bí thư Thường trực Tỉnh ủy Đặng Hồng Sỹ cited significant accomplishments under the governance framework, highlighting how the province has established clarity of roles within its administrative structure which has prevented overlap and accountability issues.

Yet, he acknowledged the challenges faced during these organizational transitions, particularly as the province merges and creates new party organizations. Despite these challenges, Binh Thuan’s leadership continues to focus on maintaining momentum as the province seeks to fulfill its objectives leading up to the national congress.

There are some outstanding issues, which underpin the local governance objectives. The provincial party leadership has flagged the need to reassess the allocation of titanium mineral reserves and secure the government’s support to expedite the dual-use operational capability of Phan Thiết airport.

Binh Thuan is also pushing for governmental assistance to facilitate several renewable energy projects, including offshore wind power. This initiative complements the national strategy for sustainable development, which was discussed significantly during the delegation’s investigations.

Deputy Prime Minister Binh reinforced the provincial government’s requirement to vigorously interact with these resolutions, emphasizing the necessity for continual improvement, especially within the local governance framework. He suggested, “The perceived quality of officials must align from the commune level up to the provincial and national tiers.”

Deputy Prime Minister Binh has also urged the province to shift toward identifying new avenues for development. He specified: “Old growth drivers must be refreshed, and new avenues such as artificial intelligence, smart agriculture, and renewable energy sectors cultivated to secure future progress.”

Reflecting on the meeting's developments, Binh Thuan's leaders appear committed to fostering growth. They look to use the feedback from the inspection for constructive revisions as they gear up to present their findings and plan to the Central Government.

Nguyen Hoai Anh concluded the meeting on a hopeful note, stating, “With the support of the Central Government and the Politburo’s directives, Binh Thuan is poised to continue its moves toward becoming more efficient and productive.”
