Poland Prepares For Thirteenth Pension Payments And Adjustments

Poland is setting the stage for significant financial adjustments aimed at supporting its retirees, as the year 2025 promises developments concerning pension payments and regulations. The introduction of the thirteenth pension, along with revisions to pension amounts and calculations, reflects the government's commitment to enhancing the livelihoods of the aging population.

The thirteenth pension, viewed as additional annual financial assistance for retirees, has been confirmed for April 2025. According to the Zakład Ubezpieczeń Społecznych (ZUS), this payment will be aligned with the minimum pension amount, which will see increases due to regulatory reforms. Beneficiaries will receive their payments along with their regular monthly pensions on the established dates, namely April 1, 10, 15, and 25. Importantly, schedule adjustments cater for situations where payment dates fall on weekends or public holidays, ensuring retirees receive their funds before such dates.

The government has acknowledged the necessity for pension adjustments; hence, the new law proposed will enable ZUS to recalculate certain pensions and allowances impacting about 100,000 retirees. "Wysokość trzynastej emerytury odpowiada kwocie minimalnej emerytury (the amount of the thirteenth pension corresponds to the minimum pension amount)," officials confirmed, underscoring the importance of this financial boost.

The upcoming changes hold special significance as the minimum pension is projected to raise to about 1,878.91 zł gross due to the anticipated adjustment of around 5.5%, compared to previous years when increases were substantially higher at approximately 12.12% and 14.8%. This modest hike will still provide relief, especially as many seniors heavily rely on these payments for their day-to-day expenses.

Another notable aspect of the adjustments is the new tax regulations governing thirteenth pensions. Similar to standard pension payments, these additional funds will be subject to income tax. This stipulation necessitates careful consideration among retirees, particularly those whose total income surpasses the tax-exempt threshold of 30,000 zł per annum. To navigate this, seniors may need to apply for waivers, thereby preventing potential tax deductions from their expected income. Following the new procedures, it is possible to evade tax pre-deductions, thereby increasing the net amount retirees actually receive from their pension distributions.

Entitlements to the thirteenth pension are automatic; beneficiaries do not need to submit additional applications. Any senior receiving one of several pension types as of March 31, 2025, will qualify, including various forms of retirement pensions, disability pensions, social pensions, and specific compensatory allowances. Notably, exceptions apply; individuals suspended from their pension rights, such as judges and prosecutors on pension status or athletes receiving Olympic pensions, will not qualify for this additional payment.

Adding urgency to the financial adjustments is the time-sensitive nature of the new pension recalculations proposed by lawmakers, which will apply only to those who transitioned to retirement during specific years (2009-2019). Under the proposed regulations, citizens will have six months from the law’s enactment, anticipated to commence on June 1, 2025, to file claims adjusted for past miscalculations concerning their pension amounts.

This initiative reflects the government’s overall goal to rectify historical discrepancies within pension calculations and provide seniors with the necessary financial support. Estimated adjustments could range widely, with average compensations reported at about 14.8 thousand zł owed over the years to those affected by the past miscalculations, reflecting the government's aim to provide fairness and support to retirees.
