Poland Launches Free Large Language Model For AI Development

The new Polish Large Language Model aims to enrich public services and education through artificial intelligence integration.

The Polish government has made significant strides in the development of artificial intelligence (AI) with the launch of the Polish Large Language Model (PLLuM), which is now freely available for public use. This initiative, unveiled on February 24, 2025, aims to bolster the role of AI within local government services and public administration.

According to Krzysztof Gawkowski, Poland's digital affairs minister, "PLLuM is proof we can develop modern technologies on our own terms, for the benefit of citizens." The model has been created to facilitate the establishment of intelligent public services, providing meaningful support to both citizens and businesses. Gawkowski emphasized the importance of digital sovereignty, noting, "We are creating a foundation for intelligent public services and innovations."

The launch event featured deputy digital affairs minister Dariusz Standerski, who highlighted the financial commitment behind PLLuM, stating, "Thanks to this, PLLuM will become a key element in the digitisation of public services and the development of the national AI ecosystem." Initially funded with 14.5 million zloty (approximately €3.5 million), the government has allocated another 19 million zloty to implement the model across public administration.

PLLuM is expected to serve multiple functions, including acting as a virtual assistant within Poland's mObywatel system, which provides public information and services to citizens. This functionality is particularly noteworthy as it aims to streamline communication and administrative processes. Plans also include using PLLuM to assist civil servants by automizing document processing, information retrieval, and answering citizens’ inquiries.

Education is another area earmarked for PLLuM's deployment. The Polish government intends to develop applications to support teachers, which could significantly transform learning environments across the nation. This effort is part of the broader ambition to position Poland competitively within the burgeoning AI sector.

Earlier initiatives have also showcased Poland's determination to establish its presence within AI development. Notably, last November, the Polish government announced plans to invest 1 billion zloty for AI advancements, including developing PLLuM. This commitment reflects the urgency of remaining competitive on the global stage as AI continues to evolve rapidly.

The launch of PLLuM follows collaborations with notable tech giants, including Google. The recent partnership with Google is expected to splice Poland's AI ambitions with global technological advancements, as the platform aims to create synergies promoting innovation within Europe. Sundar Pichai, CEO of Google, lauded Poland's efforts by stating, "Poland's leadership, ambitions and talents have 'given it a new position in European innovation.'" Such recognition reinforces the potential for PLLuM to drive significant advancements and make notable contributions to the field of AI.

Previously, Polish researchers have developed other language models like Bielik through foundations such as SpeakLeash, as well as the Qra models from collaborations between Gdańsk University of Technology and the National Information Processing Institute. These efforts have been foundational, setting the stage for PLLuM’s development and signaling the capabilities of Polish scientists and technologists.

With PLLuM now live, the government hopes to encourage more innovative applications of the model, helping businesses and enhancing service delivery mechanisms to the public. By leveraging data, PLLuM will likely facilitate predictions and processes within government functions, thereby improving efficiency and responsiveness.

The emphasis on open-source models aims to integrate broader community support, allowing both citizens and developers to contribute to the available resources and solutions.
