Poland Expands E-Doręczenia Service For Businesses

Starting April 2025, all registered firms must use the new electronic mail system to improve efficiency and reduce costs.

Starting April 1, 2025, e-Doręczenia, an electronic equivalent of registered mail, will see its reach significantly expanded as it becomes mandatory for all businesses registered with the Krajowy Rejestr Sądowy (KRS) to utilize this service. This new requirement follows the introduction of e-Doręczenia for public institutions on January 1, 2025.

The service aims to streamline the process of sending and receiving official correspondence, eliminating the need for citizens to wait for postal notifications or stand in lines at the post office to collect important mail. According to Poczta Polska, the operator of the e-Doręczenia system, initial experiences with the service have been encouraging, with representatives stating, "Previous experiences have been positive, and the scale of problems is marginal." This statement builds on the legacy of improvements made to the service since it first launched.

The expansion of e-Doręczenia is backed by the Ministry of Digitization and the Ministry of Development and Technology, which emphasizes the initiative's goal of digitalizing business correspondence. This digitization is expected to increase the security and efficiency of communications and significantly reduce associated costs. Poczta Polska has announced plans to onboard hundreds of thousands of new users, underlining their readiness to support this growth. Poczta Polska declared, "Poczta Polska as the system operator is ready to maintain the smooth operation of the e-Doręczenia service with the larger number of system users," reassuring stakeholders of their preparedness.

Despite the initial promise of e-Doręczenia, the service did experience significant technical issues shortly after launch. Public institutions reported delays, with some users facing up to several days of waiting for the delivery of sent items, difficulties retrieving attachments, and inconsistencies within messages. The Ministry of Digitization acknowledged these challenges, spearheading efforts to rectify the issues, allowing for swift resolutions.

Dariusz Śpiewak, Vice President for Digitization at Poczta Polska, attributed many of the early complications to improper integration between local government systems and e-Doręczenia, identifying 34 problematic subjects among 200,000 nationwide. This disruption occasionally resembled system failures typical of Distributed Denial of Service (DDoS) attacks. Ray of hope emerged from overcoming these challenges as Poczta Polska reassured the public about the service's stability and reliability moving forward.

With the April deadline approaching, the focus has shifted to ensuring businesses are well-acquainted with e-Doręczenia. Effective implementation starts with registering for the electronic address for e-Doręczenia through the platform at Biznes.gov.pl. Once activated, companies can access their electronic mailbox to manage correspondence efficiently.

Since January, when the service was first mandated for public institutions, it is reported over 7 million electronic letters were dispatched. This figure exemplifies the rapid uptake and highlights the increasing reliance on electronic correspondence as organizations adapt to the digital age. But with more users on board, Poczta Polska emphasizes the importance of reliability—advocates push for the service to function as intended: uncomplicated and unburdensome.

Reassurances are made by Poczta Polska, with commitments to facilitating correspondence without generating additional stress. "E-Doręczenia is meant to facilitate life without generating unnecessary stress for senders and receivers of messages," officials noted, aiming to bridge gaps left by traditional postal services.
