Phase 1 Environmental Contingency Activated In Mexico City

High ozone levels prompt vehicle restrictions to improve air quality and protect public health

The Environmental Commission of the Megalopolis (CAMe) has activated Phase 1 of the Environmental Contingency due to high ozone levels in the Metropolitan Zone of the Valley of Mexico. This decision came after a maximum hourly ozone concentration of 164 parts per billion (ppb) was recorded at the UAM Xochimilco station on April 23, 2025, at 3:00 PM. The activation of this contingency is aimed at reducing the population's exposure to polluted air and mitigating the associated health risks.

For Thursday, April 24, 2025, a "Double Hoy No Circula" program will be in effect from 5:00 AM to 10:00 PM, restricting the circulation of various vehicles in the region. This measure is crucial given the current atmospheric conditions, which have been exacerbated by a high-pressure system that has been stationary over the central part of the country for three days. This system has led to increased atmospheric stability, high solar radiation, and maximum temperatures ranging from 28 to 29 degrees Celsius, all of which contribute to ozone accumulation.

Under the restrictions, the following vehicles will not be allowed to circulate:


  • All vehicles with verification hologram 2.

  • Vehicles with verification hologram 1, whose last numeric digit is 1, 2, 3, 5, 7, or 9.

  • Vehicles with verification hologram 0 and 00, as well as those with a green sticker and plate numbers ending in 1 and 2.

  • Units without a verification hologram, including old vehicles, demonstration or transfer vehicles, new vehicles, and those with a tourist pass, foreign plates, or plates formed by letters.

  • 50% of L.P. gas delivery units to stationary tanks without a dry disconnect valve, whose license plate ends in NON.

  • Local or federal cargo vehicles will not be allowed to circulate between 6:00 and 10:00 AM.

  • Taxis with verification hologram 00, 0, 1, or 2 will also face restrictions from 10:00 AM to 10:00 PM.

Authorities have urged the public to follow health recommendations to avoid exposure to pollution peaks, particularly between 1:00 PM and 7:00 PM. Vulnerable groups, including children, the elderly, pregnant women, and individuals with respiratory or cardiovascular conditions, are particularly at risk during this time. The CAMe has recommended avoiding outdoor activities, civic, cultural, and recreational events, as well as exercise during these hours.

In addition to these restrictions, the CAMe has advised against smoking, especially in enclosed spaces, and has recommended that people stay informed about air quality through the "Aire" app or the official website aire.cdmx.gob.mx. The agency has emphasized the need for the public to adopt measures to reduce emissions, such as promoting telecommuting, avoiding the use of aerosols, and refueling vehicles after 6:00 PM.

The air quality situation is dire, with the index indicating "Very Bad" conditions in Mexico City and the State of Mexico. The UV Ray index has also reached level 6, which means that protection is necessary against solar radiation. Authorities recommend wearing long-sleeved cotton clothing, hats, and UV-filtering glasses, as well as applying sunscreen with a minimum SPF of 30.

As the city grapples with these environmental challenges, the CAMe continues to monitor air quality closely. The organization has a network of 16 monitoring stations throughout Mexico City, and the data collected is critical for making informed decisions about public health and safety.
