Aleksandra Valiullina, head of the department responsible for taxpayer interactions at MRI FNS No. 6, provided comprehensive insights on the current tax deduction structure, addressing the concerns raised by local citizens.

One resident, who frequently utilizes private clinics for health care and invests substantially in university education, expressed concern: "I often turn to private clinics, where I spend quite a bit of money. Besides, I pay for education at the university. I've heard a lot about tax deductions, but I don't understand what documents need to be gathered, where to apply, and how much I can get back?" This question resonates with many who look for clarity amid complex tax regulations.

Valiullina clarified the concept of tax deductions, explaining, "This is part of the personal income tax you can recover if you are working and your employer pays tax on your behalf. Confirmation for this is the 2-NDFL certificate." Such explanations are pivotal, especially as the system evolves to meet the needs of taxpayers.

For 2024, significant updates have been introduced. Starting this year, the amounts on which social services deductions are based have increased from 120,000 rubles to 150,000 rubles, allowing taxpayers to recover up to 19,500 rubles (13% of the maximum eligible amount). Valiullina noted, "Since 2024, the amounts for social expenses eligible for return have increased from 120,000 rubles to 150,000 rubles," explaining the mechanism of these deductions clearly.

Parents and students can also benefit from increased thresholds for education-related expenses. The maximum deductible amount for each child's education has been raised to 110,000 rubles. Consequently, this allows for refunds of up to 14,300 rubles. Such increments are particularly advantageous for families investing heavily in their children's future.

A change to the application process has simplified how tax deductions are requested. Valiullina emphasized, "Now only a certificate of specific form is required for the 2024 tax year, rather than contracts and checks as required previously." This alteration is expected to streamline taxpayer experience and minimize paperwork. Taxpayers can acquire these certificates either electronically or on paper from their educational or medical institutions.

For those interested, the process to apply for tax deductions has several channels. One recommended approach is to use the personal taxpayer cabinet. Valiullina encouraged this method, stating, "You will be able to track the status of your application, make corrections, or add necessary documents." Users can submit their declarations through the cabinet, which also preloads necessary documents like the 2-NDFL certificates, significantly reducing the chances of error during submission.

Those preferring direct assistance can visit the MFC (Multi-functional Center), where personnel are ready to help with filling out the necessary declaration forms. If you need assistance, the tax authority's employees can guide you through the process without charge.

No need for panic either when it involves waiting for refunds. The tax authority promises swift actions, with verification of the submitted declarations being conducted within three months. Valiullina added reassurances, noting, "The money will be returned within one day after the positive decision on the declaration is made." This rapid turnaround is music to the ears of waiting taxpayers.

The tax authority provides flexibility concerning the years for which taxpayers can request deductions. Valiullina explained how social deductions can be claimed on annual basis without carryovers: "Social deductions are provided year by year, without carryovers." There is, nonetheless, the ability to file for property deductions over several years, which may offer additional financial relief for homeowners.

Current taxpayers wishing to claim deductions for previous years, particularly for 2023 or earlier, must present complete old-version documentation. Examples of acceptable documents include payment certificates for medical services or payment receipts for education, alongside necessary support paperwork such as birth certificates for children linked to the deductions claimed. This aspect requires clear guidance to prevent any delays and maximizes refunds.
