According to Penzaenergo representatives, "Placing communication lines on transmission poles is only possible with the corresponding contract with the energy network company, due to strict safety regulations." Energy workers from Penzaenergo hold the right to remove illegal cable constructions if the operators do not rectify their infractions. This proactive measure aims to uphold the integrity and safety of electrical transmission infrastructures across the region.
The legal framework supporting these enforceable actions derives from Federal Law No. 126-FZ, established on July 7, 2023, which governs communications. Operators must undergo several stages to legally install fiber-optic cables: obtaining technical conditions for cable placement, designing and coordinating documents with the energy company, project agreement for installation works, securing permits for access to the energy network, and finally concluding contracts for the placement of cables on power lines.
"Energy workers have the right to independently dismantle illegal communication lines if their owners do not take action to remedy the violations," stated the representatives, highlighting the urgency for compliance among telecommunications operators.
