Pennsylvania Senate Race Enters The Recount Phase

Bob Casey and Dave McCormick face off as tight margins trigger automatic recounting

The Pennsylvania U.S. Senate race has officially entered the recount phase. This decision, announced by Secretary of the Commonwealth Al Schmidt on November 13, stems from the razor-thin margin between incumbent Democratic Senator Bob Casey and his Republican challenger, Dave McCormick. Currently, McCormick holds the lead with approximately 3,380,310 votes (48.9%) compared to Casey's 3,350,972 votes (48.5%). The difference is just over 29,000 votes, falling within the state law's threshold of 0.5%, which automatically triggers a recount.

This recount process is set to begin by November 20, with counties required to complete it by noon on November 26. Oddly enough, the results won’t be made public until November 27, the day before Thanksgiving, which adds another layer of intrigue to what has already been described as one of the most contentious races this election season.

After the election, McCormick boldly declared victory, stating during his speech in Pittsburgh, “The people have spoken. There’s a clear, clear victory.” His aides have echoed sentiments about the lead being insurmountable. “Senator-Elect McCormick’s lead is insurmountable, which the AP made clear,” said Elizabeth Gregory, spokesperson for McCormick, emphasizing their confidence. Yet, Casey has held firm, not officially conceding the race and highlighting the importance of counting the remaining votes, indicating possible outstanding mail-in, overseas, and provisional ballots.

Despite various predictions about the race's outcome, both candidates have been tight-lipped during this post-election period. Casey's campaign said they were waiting on votes from various sources, including remaining mail-in absentees. The Board of Elections for Philadelphia reported fewer than 20,000 provisional ballots left to be counted, noting most had been processed but many faced disqualifications for signature issues.

Casey and his team remain optimistic as the election board continues the tally, with city commissioner Seth Bluestein stating, "We had about 20,000 provisional ballots to start with. We’ve already counted 11,000 of those." Meanwhile, the Pennsylvania Department of State reported over 60,000 uncounted provisional ballots and more than 20,000 unaccounted for absentee ballots. This demonstrates just how tight this race is and why every vote counts.

The stakes are particularly high for both parties. If McCormick wins, he would create significant momentum for Republicans, who have already gained seats and ostentatiously declared gains across other states. He argues for a shift away from Casey's long-standing incumbency, labeling him as out of touch.

While the basic legislation around the recount is clear-cut, the underlying drama intensifies with both candidates’ reactions to it. McCormick’s campaign frames the recount as unnecessary, labeling it as fiscally irresponsible. At the same time, Casey continues to express the belief in the raisin freshness of votes still to be counted.

This isn't the first time McCormick has made headlines during election times. He has previously challenged voting procedures and pushed for more Republican observation during the ballot counting process. Just last week, he had filed requests for greater Republican representation overseeing the provisional ballot counting process, arguing it was necessary to maintain the integrity of the election process.

Despite his contention, motivations from past elections are resurfacing, with court rulings prior to this one showing his attempts were often met with legal resistance or outright dismissal. McCormick's past experience of losing elections adds another layer of complexity: he has already lost his Senate bid once before against Mehmet Oz during the GOP primary last year.

The declared winner of this hotly contested race could effectively alter the makeup of the Senate. Should McCormick take the seat, he would join Senator John Fetterman as the second senator from Pennsylvania, representing starkly different political ideologies. This dynamic could create tensions and shifts within the federal decision-making processes, especially with the election having broader ramifications for both parties as they seek to create and solidify lasting power structures.

Looking back at recent voting trends, Casey’s campaign attempts to highlight his connections with constituents as pivotal, asserting he can continue to advocate for Pennsylvania values.
