Jakarta, Indosatunews.com – In anticipation of a surge in vehicle volume during the Eid al-Fitr 2025 exodus, a national one-way traffic scheme was officially implemented starting the morning of March 28, 2025. The scheme spans from KM 71 of the Cikampek Utama Toll Road to KM 414 of the Kalikangkung Toll Road, aimed at managing the expected influx of travelers.
The implementation of this one-way traffic system was led by Minister of Transportation Dudy Purwagandhi, alongside Deputy Chief of the Indonesian National Police Komjen Pol. Ahmad Dofiri, Dirgakkum Korlantas Polri Brigjen Pol. Raden Slamet Santoso, and Director of Operations of PT Jasa Raharja Dewi Aryani Suzana. Minister Purwagandhi stated that the decision to enforce the one-way scheme was based on monitoring vehicle volumes that exceeded normal limits.
“The implementation of the national one-way scheme was made after observing traffic volumes that surpassed the parameters set by the police and Jasa Marga for the toll roads. I see that the parameters established by both the police and Jasa Marga have been exceeded, hence the enforcement of the national one-way traffic,” said Dudy. He noted that the current parameter for the one-way scheme is 8,500 vehicles per hour.
As the situation evolves, the enforcement of the one-way scheme will be assessed based on these parameters. “As long as the parameters allow for the continuation of the national one-way scheme, it will be maintained. However, if they no longer meet the requirements, it will be halted,” he added.
Echoing the Minister's sentiments, Deputy Chief of Police Ahmad Dofiri emphasized the dynamic nature of the one-way implementation, which will continue to adapt based on real-time conditions. “The enforcement of one-way traffic depends on the situational conditions on the ground. We initially set the schedule according to the expected times. However, we noticed that congestion began to build ahead of schedule. Therefore, the one-way scheme was immediately put into effect. We hope that travelers will not wait for the one-way implementation to be announced,” he said.
As of the morning of March 29, 2025, 1.2 million vehicles had already passed through the toll roads, accounting for 60% of the anticipated exodus. Jasa Marga estimates that approximately 2.1 million vehicles will leave Jakarta by H+2 of Eid al-Fitr 2025. “Traffic management schemes such as one-way, contra flow, and odd-even systems will hopefully facilitate smoother travel this year,” Dofiri remarked.
In conjunction with these efforts, PT Jasa Raharja is actively supporting the smooth flow of the exodus through various risk mitigation strategies aimed at preventing accidents. Dewi Aryani Suzana, the Director of Operations at PT Jasa Raharja, reminded travelers to understand the traffic management measures implemented by Korlantas Polri and Jasa Marga, and to follow the instructions of on-site personnel. “Safety during travel is our top priority. We urge travelers to prepare adequately for their journeys, adhere to the applicable traffic regulations, and not hesitate to rest at rest areas if they feel fatigued. With collective compliance and awareness, we can create a safe, comfortable, and secure Eid journey,” she stated.
Meanwhile, in West Java, the peak of the Lebaran exodus began on the night of March 28, 2025. Long queues of vehicles stretched over 7 kilometers from Limbangan in Garut Regency to Cicalengka in Bandung Regency, prompting police to implement a segmented opening and closing of the route, also known as a one-way system, to prevent severe congestion.
Kasat Lantas Polres Garut, Inspektur Satu Aang Andi Suhandi, reported on March 29, 2025, that the volume of vehicles was the highest compared to previous days. “Today (the volume of vehicles) is the most congested compared to earlier days,” Aang stated. He noted that the one-way system had been implemented 13 times by Saturday morning. The longest closures lasted for one hour, from 00:00 to 01:00 WIB and again from 02:30 to 03:30 WIB. Previously, one-way closures had only lasted 30 minutes.
These police efforts successfully alleviated congestion in the Cicalengka area, although they were unable to fully clear the vehicle backlog. “The influx of vehicles from Bandung is still quite heavy. We remain on standby to monitor whether traffic will increase again or decrease,” Aang added.
To secure the Limbangan-Malangbong exodus route, Polres Garut deployed 130 personnel, including a special congestion relief team of 20 people. The traffic buildup on the southern route intensified as vehicles approached the Garut area, with the flow slowing down after descending from Nagreg due to winding roads and bottlenecks where three lanes narrowed to one. This congestion was further exacerbated by activities at local markets in Limbangan, Bandrek, Lewo, and Pasar Malangbong, as well as operations at factories, rest areas, and intersections leading to Wado, Sumedang in Malangbong.
As of 06:30 WIB, observations indicated that traffic in Limbangan was crawling, with vehicles moving sporadically due to the commencement of market activities. With the combination of these traffic management strategies and ongoing monitoring by authorities, efforts are being made to ensure a smoother travel experience for the millions of Indonesians returning home for the holiday.
