Ohio Corrections Officer Andrew Lansing Killed On Christmas Day

A tragic assault by inmate Rashawn Cannon raises concerns about safety and staffing at Ohio prisons.

On Christmas Day, tragedy struck at the Ross Correctional Institution in Chillicothe, Ohio, as veteran corrections officer Andrew Lansing was killed during an inmate assault. The Ohio Department of Rehabilitation and Correction confirmed the incident, describing it as "beyond comprehension" and reiterative of the dangers faced by prison staff. The assault occurred early Wednesday morning, around 7:15 AM, and has triggered an immediate investigation by the Ohio State Highway Patrol.

An inmate, identified as Rashawn Cannon, 27, was suspected of the attack. Cannon had been incarcerated for charges including felony assault and illegal possession of firearms, and he was set for release around August 2030. Following the incident, he was transferred to the Southern Ohio Correctional Facility, which is classified as maximum-security. Annette Chambers-Smith, director of the Ohio Department of Rehabilitation and Correction, noted, "Instead of going home after his shift to be with his family on this holiday, Officer Lansing made the ultimate sacrifice, and our agency will never be the same." Lansing's untimely death, especially on such a significant day, has left colleagues and loved ones devastated.

Recognized as a highly respected employee with over 20 years of experience, Lansing was well-liked by his peers, noted as being "friendly," "outgoing," and treating all individuals with respect. Chambers-Smith described him as someone who was known to support his fellow staff members, making the loss all the more traumatic for the correctional institution community. “Lansing was loved by his colleagues and known to be great support for his fellow RCI staff,” she remarked, reflecting the sorrow felt throughout the agency.

Following the incident, flags were ordered to be flown at half-staff by Ohio Governor Mike DeWine to honor Lansing's memory. Mourners and supporters quickly gathered, calling for greater accountability within the Ohio correctional system. Chris Mabe, president of the Ohio Civil Service Employees Association, has demanded immediate action, highlighting understaffing issues the prison faced—up to 40 positions were reportedly vacant at the time of Lansing's death.

Union representatives believe Lansing's death could have been avoided if proper measures had been taken to address staffing shortages and security protocols. Mabe stated, "This is not just another incident; it is the tragic result of a lack of accountability and oversight within the DRC leadership." His comments were echoed by other union officials demanding the suspension of both the director and the warden pending investigations.

Recent reports from the Ohio General Assembly's Correctional Institution Inspection Committee indicated notable issues at the facility, including rising violence among inmates. A surprise inspection conducted last September revealed 34 violent incidents against staff members, marking some improvements from previous years, yet still indicative of significant challenges. The report noted the increasing frequency of inmate fights, with incidents involving four or more inmates jumping by 23% from the previous year.

With tensions high and scrutiny intensifying, Lansing's death has reignited discussions about the conditions and safety of correctional officers across Ohio. Union officials argue staffing levels should be reevaluated and enhanced to protect the well-being of those who bravely serve to maintain order within these facilities. "We are going to insist and demand accountability," Mabe emphasized, highlighting the pressing need for reforms to prevent future tragedies.

The Ohio Highway Patrol's investigation continues, seeking details surrounding what precipitated the altercation between Lansing and Cannon. Lansing's legacy, characterized by his devotion to his role and community, will be remembered during this painful time for his family, friends, and colleagues.
