North Rhine-Westphalia Launches Flood Risk Assessment Website

Residents can now evaluate their homes' vulnerability to heavy rain and flooding through a new digital platform.

Citizens in North Rhine-Westphalia (NRW) can now assess whether their homes are at risk of heavy rain, flooding, or inundation, thanks to a new initiative launched by the state government. As of April 25, 2025, the NRW government, in collaboration with water management associations, has unveiled a comprehensive flood protection website aimed at providing statewide information on flood risks.

The new platform, which includes a mobile version for smartphones, is designed to give residents easy access to crucial data regarding the specific flood risk to their properties. Users can visit www.hochwasser-app.nrw and enter their address to simulate various heavy rain events and flooding scenarios.

Upon entering their address, users will receive detailed information on which areas would be flooded and the expected water levels at their specific locations. The website also features interactive 3D views of buildings, allowing homeowners to visualize potential flooding impacts.

To make the information more accessible, the risk assessment for each property is displayed using a traffic light system. This system categorizes the risk levels, providing a clear visual representation of the potential hazards. The NRW government has emphasized that this initiative is part of a broader effort to enhance public awareness and preparedness for flood-related emergencies.

In addition to the flood risk assessments, the website offers background information on various flooding dangers, including heavy rain, sewer backflow, river flooding, and groundwater flooding. It also provides contact details for local officials who can assist residents with further inquiries.

According to NRW's Municipal Minister Ina Scharrenbach, the motivation behind this initiative stems from the devastating effects of the heavy rain and flood disaster that struck the Ahr Valley in July 2021. Scharrenbach noted, "A flood-proof reconstruction after the heavy rain and flood disaster in July 2021 and the protection of one's own home were central motives to avoid similar damage patterns in the future."

The new flood app is a statewide expansion of the 'Floodcheck-App,' which was initially launched in the Emscher-Lippe region last year. This expansion reflects the government's commitment to ensuring that all citizens in NRW have access to vital information regarding flood risks.

Importantly, 118 out of the 396 municipalities in NRW are actively participating in this initiative by presenting their own risk management activities and flood prevention measures on the website. These municipalities highlight local heavy rain hazard maps and available support services, further empowering residents to take proactive steps in safeguarding their homes.

This digital offering is aimed at providing citizens with a low-threshold, quick, and uncomplicated way to access all available information concerning the specific risk situation of their properties. By streamlining access to this critical information, the NRW government hopes to foster a culture of preparedness among residents.

In the wake of the recent severe weather events that have impacted the region, the launch of this flood protection website comes at a crucial time. With climate change leading to more frequent and intense weather patterns, the need for effective flood management and public awareness has never been more urgent.

As communities across NRW continue to grapple with the realities of climate change, initiatives like this flood protection website serve as essential tools for enhancing public safety and resilience. By equipping residents with the knowledge and resources they need to assess their flood risks, the NRW government is taking a significant step toward building a more prepared and informed citizenry.

In conclusion, the launch of the flood protection website and the accompanying mobile app represent a proactive approach to addressing the challenges posed by heavy rain and flooding in North Rhine-Westphalia. With the ability to assess risks and access vital information at their fingertips, residents can better prepare for potential flooding events and take necessary precautions to protect their homes.
