In a significant update for public sector employees in Italy, NoiPA has published the special April 2025 payrolls for personnel in the Central Functions. This release includes the payment of the Equalization (Perequazione), a process aimed at harmonizing additional economic treatments for employees across various ministries, the National Agency for Active Labor Policies (ANPAL), and the National Labor Inspectorate. The announcement also includes a third payroll, particularly for staff in the Prefectures, marking a noteworthy month for state employees.
On December 27, 2024, the President of the Council of Ministers issued a decree intended to standardize the supplementary economic treatments of personnel within these government bodies. This decree, which was published in the Official Gazette on February 7, 2025, introduces a redistribution of financial resources that significantly affects administrative allowances for operators, assistants, and officials, as well as funds for position and result-based remuneration for managers. The goal is to gradually align administrative allowances among the different ministries.
However, there has been a slight discrepancy in the amounts reported. According to sources, the amount received in the payslip is lower than what was initially published due to the non-payment of administrative allowances during periods of illness, leading to a difference of about 12 euros. The total payments stem from 27 months of arrears starting from the two-year period of 2023-2024. Notably, employees from the agencies are excluded from this issuance.
In addition to the standard payslip and the one reflecting the Equalization arrears, staff in the Prefectures received a third payslip, which included payments for overtime work. This means that for April 2025, some state employees will see three distinct payrolls: an ordinary payslip, one for Equalization arrears, and a third for overtime compensation.
As the April payrolls are being processed, there are also ongoing discussions regarding the anticipated payments of arrears related to the tax wedge cut introduced in January 2025 as part of the latest Budget Law. These payments, which are expected to be around 80 euros net for teachers and ATA staff, were not included in the April payslip. Initially, there was hope for a special separate payslip to be issued by the end of the month, but this has not been confirmed.
According to reports from Il Messaggero, the delays in processing these payments are attributed to technical issues. The Ministry has tentatively scheduled the balance to be issued in June, unless the request from Honorable Antonio Caso, leader of the 5 Star Movement in the Culture Commission, is accepted. Caso has presented an inquiry to the Minister of Economy, Giancarlo Giorgetti, seeking clarity on the management difficulties that have led to these payment delays.
The technical problems are said to stem from the NoiPA platform and the company Sogei, which manages the IT systems for the Ministry of Economy and Finance. The delays are linked to necessary infrastructural updates mandated by the National Cybersecurity Agency, which have hindered the release of new functionalities required for processing the expected payments.
Currently, the 2025 Budget Law includes a tax wedge cut aimed at medium-low incomes, which could result in an indirect monthly increase of up to 83.33 euros, translating to about 1,000 euros annually in the payslip. The estimated balance of arrears for eligible employees stands at approximately 500 euros each. With the Minister, Giancarlo Giorgetti, expected to address the situation in the Chamber soon, many are hoping for a resolution that allows for the payments to be made in May.
As the public sector navigates these financial updates, employees are left waiting for clarity and timely compensation. The upcoming communications from the Minister will be crucial in determining how and when these payments will be processed, ensuring that the employees receive the benefits they are entitled to under the new laws.
