Deputy Prime Minister Nguyen Hoa Binh, along with members of the inspection delegation, convened with the Ninh Thuan Provincial Party Committee on March 3, 2025, to evaluate the execution of multiple important resolutions impacting the province's political and economic framework.
This meeting is part of the Government's effort to uphold the directives set forth by the Central Committee of the Communist Party of Vietnam. The visit is significant as Ninh Thuan emerges as the third locality inspected under Decision No. 1923 by the Politburo, showcasing its status among pivotal provinces under evaluation.
The plenary session commenced with Deputy Prime Minister Binh underscoring the necessity to examine four major topics: the review of Resolution No. 18-NQ/TW, the implementation of the Directive No. 35-CT/TW concerning the establishment of local Party congresses, the execution of Resolution No. 57-NQ/TW geared toward the advancement of science and technology, and the execution of Conclusion No. 123-KL/TW targeting social-economic development with growth objectives exceeding 8% for 2025.
“These resolutions are of extraordinary significance as we prepare to step boldly toward the future,” Deputy Prime Minister Binh stated. He expressed the importance of effective collaboration during the inspection to meet the high-quality requirements outlined by the Politburo and the Party Secretariat.
Reportedly, Binh praised Ninh Thuan for its serious implementation of Resolution No. 18, which emphasizes streamlining the political apparatus and improving operational efficiency, citing collaborative leadership across the province. The local Party Committee has made strides to refine organizational structures and to effectively communicate with officials and constituents, ensuring all levels participate effectively.
Despite achieving various organizational goals, the Ninh Thuan Party Committee faced challenges. Some departments remain poorly defined, leading to inefficiencies during functional restructuring, diminishing the clarity of their leadership roles. Binh reflected on the need for enhanced political resolve and active communication to overcome these hurdles.
Moving forward, the province is expected to prioritize preparations for the upcoming national congress, ensuring necessary documentation and personnel selections are conducted per the stipulated timelines. “The draft documents must reflect new ideas and strategies to reach the goals we have set,” Binh emphasized, urging local officials to keep the objectives of Ninh Thuan’s development fresh and relevant.
Alongside uplifting the structures within the local government, Deputy Prime Minister Binh pointed toward fostering traditional growth engines as well as exploring new avenues for growth, particularly focusing on renewable energy and nuclear power. He mentioned the importance of unblocking obstacles surrounding these sectors, especially as the global economic situation remains uncertain.
The evaluation of economic performance paints Ninh Thuan as facing specific difficulties. The local economy has projected growth at 8.74% for 2024, yet as pressures from the broader economic environment increase—with falling manufacturing demands and rising materials costs—DPM Binh insisted on maintaining proactive measures to stimulate development.
A clear-cut agenda now calls for leveraging local resources to boost growth whilst simultaneously adapting to changing global demands. Specifically, Binh advocated groundbreaking actions relating to technology adoption across governmental layers to stimulate economic vibrancy, underlining the importance of creating transparent, cooperative environments for businesses and citizens alike.
During discussions, the Ninh Thuan Party Committee highlighted current progress on significant infrastructure projects, including the expansion of the nuclear power initiative, and committed to accelerating related activities such as resettlement and land clearing. Trần Quốc Nam, the provincial chairman, assured progress on restructuring and improving the work dynamics of local government agencies.
Underlining local governance approaches, Binh called for removing bottlenecks related to procedural and regulatory stipulations affecting economic and technological advancement. “We can no longer delay these changes; they must reflect our ambitious vision for progress within the province,” he urged.

“It is imperative to set immediate targets, with clear accountability measures, to assure the intended outcomes and to actualize the vision for Ninh Thuan,” he claimed.
