Starting March 2025, obtaining necessary certificates for reinstatement of driving rights or various legal processes has become increasingly simplified through updated procedures outlined by appropriate healthcare and governmental institutions. Drivers recuperated from losing their driving privileges, especially due to offenses related to driving under the influence, now face strict medical examination protocols to obtain necessary documentation.
According to Laysan Askhadullina, the head nurse of the expert advisory department of the Republican Clinical Narcological Dispensary, individuals must undergo standard medical examinations accredited by designated clinics to secure their official certificates. These must include obtaining Form 003—V/U, which is pivotal for their driving application process. Notably, if these individuals reside in Tatarstan for less than three years, they are required to provide proof from their previous residence’s narcologist, confirming they have not been listed on any medical registration.
"The requirements for medical examinations are quite stringent, as legislation aims to maintain road safety," Laysan remarked.
Once at the dispensary, one must present identification to verify drug-related registration status. Initial documentation is completed to secure consent for medical service provision. During the psychiatric evaluation, patients undergo instant urine tests for ten types of narcotic substances. If the results are negative, they are then referred for blood analysis to check for carbohydrate-deficient transferrin (CDT), indicating potential alcohol misuse. This analysis is conducted only at licensed facilities, with results typically available within five business days. Laysan insists, "Certificates from narcologists are strictly regulated documents, and possessing falsified versions can incur administrative and criminal penalties. Only licensed dispensaries can issue such certificates.”
To promote awareness about the risks of intoxicated driving, applicants will also attend informational sessions on the dangers of operating vehicles under the influence of intoxicants, as shared by the press service of the Republican Clinical Narcological Dispensary.
On another note, individuals seeking these certificates can now access services on weekends. The Republican Narcological Dispensary is now open on Saturdays and Sundays from 9:00 AM to 1:00 PM, located at Room 125 (Entrance 3, Admissions Room). It’s important to note, certificates for employment and driver’s license applications are available during weekends but come without the need for additional medical analyses. Comprehensive medical assessments requiring tests for psychoactive substances are still conducted during weekdays.
With March 6, 2025, marking the opening of registration for the national multi-subject test (NMT), important guidelines for prospective participants, both Ukrainian citizens and foreigners, have been released. To streamline the application process, aspiring students must prepare necessary identification and educational documentation to facilitate their registration.
For Ukrainian citizens, the primary documents include: 1) A valid Ukrainian passport or ID card; 2) Taxpayer identification number; and 3) Education documentation, or school certificate for current year graduates.
Foreign nationals and stateless individuals are required to present valid identification—a passport or equivalent document from their state of citizenship, or documents verifying refugee status or residence eligibility. Eliminated will be older procedures established by prior regulations, transitioning entirely to digital processes through unified platforms, heralding greater access to these significant documents.
With changes occurring across various sectors, including tax transitions stemming from citizen exit processes needing certificates proving no tax debt—a new simplified form sanctioned for these matters—individuals are advised to adhere to these new regulations, ensuring legal compliance and avoiding unnecessary complications. The tax authorities will evaluate submitted applications within ten days post-filing, making the process for leaving the citizenship streamlined and compliant.
