Changes to hotel booking conditions are set to reshape the tourism industry in Russia, with new regulations introduced to facilitate more affordable travel options for citizens. On February 19, 2025, the State Duma approved new legislation allowing the government to establish types and conditions for hotel bookings, supported by the United Russia party.
Deputy Tamara Frolova emphasized the importance of these changes during the first reading of the bill, stating, "This will help make travel within the country as accessible as possible for all citizens!" She underscored the significance of exploring the rich culture and traditions of Russia as more citizens will be encouraged to travel domestically.
The legislative amendments will enable the Russian government to create diverse hotel booking options, which includes introducing non-refundable booking tariffs. Frolova explained, "This is a very important initiative for the development of domestic tourism! Non-refundable rates will allow hotels to offer lower prices, making vacations more accessible for many Russians." It is expected these tariffs could reduce room rates by as much as 30 percent.
While the potential for savings is appealing, legislation also ensures consumer protection. If significant unforeseen circumstances arise, travelers will still have the chance to refund their prepaid deposits. Frolova stressed the necessity for hotels to provide comprehensive information about non-refundable rates and clarify any potential risks involved.
"Traveling across our vast, beautiful, unique country allows Russians to learn more about their culture, history, and traditions," she said, reinforcing the initiative's cultural importance. The deputy also remarked on how boosting domestic tourism could improve the quality of life in various regions by attracting investments aimed at infrastructure and social projects.
Frolova voiced confidence about the legislative changes leading to increased domestic travel, stating, "There is no doubt there will be more journeys if citizens have the opportunity to book hotel rooms at affordable prices. Travel is one of life's precious moments! The government is doing everything possible to enable more people to experience the extraordinary beauty and grandeur of our beloved Russia!" These sentiments reflect the underlying aspirations of the initiative.
