According to Oksana Vasilyeva, a candidate of legal sciences and member of the expert council at the State Duma's Committee, the pension certificate serves as a vital document confirming a citizen's right to receive a pension, detailing information about its type and amount. This certificate has evolved throughout the years, especially following changes in regulations. Prior to 2015, pension certificates were issued in paper formats categorized as old-style documents. With the implementation of the Rules approved by the Russian Ministry of Labor in November 2014, the issuance of these old-style certificates came to an end.

As of January 1, 2021, a new format of pension certificate known as the "pensioner ID" was introduced, resembling a standard bank card. This plastic certificate measures 8.5 cm wide and 5.4 cm high while featuring personal details such as full name, insurance number, and pension type. To enhance security and authenticity, the card also includes a unique identification number and a holographic protective overlay, which makes it robust against forgery.

Beginning July 1, 2025, an electronic version of the pensioner ID will be available. This update allows retirees to access their pension information conveniently through the "Gosuslugi" online portal, where the ID will be stored along with a QR code for easy verification. This shift towards digitization represents a modern approach to government services and accessibility, aligning with the needs of today’s tech-driven society.

The central idea behind the pension certificate is to confirm an individual’s status as a pensioner and their right to receive pension payments under Russian law. Additionally, it serves several functions, including verifying identity for social services and benefits, such as healthcare provisions and subsidies for utilities—often crucial for individuals living on modest pensions. Oksana Vasilyeva explains, "The pensioner ID is important for accessing not just financial support, but also for receiving discounts in stores and during various recreational activities such as cinema tickets or excursions to cultural sites."

So, how can one obtain this crucial document? Citizens officially recognized as pensioners, whether receiving insurance pensions for old age or other qualifying reasons, can apply for their pension certificates either directly at service centers of the Social Fund or online via the "Gosuslugi" portal. For those applying in person, necessary documentation includes a passport or identity document, a recent photo, and an application form. Appointments can also be scheduled through the online portal. Vasilyeva notes, "The ability to apply online simplifies the bureaucratic process significantly, ensuring that more pensioners can access their benefits without unnecessary hassle."

In parallel to updating pension certificate procedures, Ivanovo region recently launched an innovative service that allows residents to obtain a single certificate encompassing all social payments from the Social Fund, effective from February 25, 2025. Previously, individuals had to request separate certificates for each type of benefit, which created confusion and required multiple visits to government offices. The press service of the Social Fund noted that approximately 100 residents have already utilized this consolidated certification service, which promises to streamline access to essential documents for loans, visas, or other governmental necessities.

Under this new scheme, individuals can apply through the "Gosuslugi" portal and expect their certificates ready in digital format for download within ten working days or request a physical copy with legal signatures at their convenience. This vast improvement represents a significant leap in efficiency for the residents of Ivanovo, simplifying what was once a cumbersome hurdle.

What if you already have an old-style pension certificate? As clarified by Oksana Vasilyeva, exchanging the old certificates for the new version is not mandatory, as the insurance number remains the same, thereby retaining previous documentation's validity. Hence, retirees do not face penalties for holding onto older styles; however, obtaining the newer version may facilitate smoother interactions with institutions.

Lost or damaged certificates can be replaced by contacting the appropriate regional Social Fund branch. The process does not incur any fine, nor is there a fee for reissuing, making the process more accessible for those who may have suffered misfortunes.

It's essential to note that while obtaining the pension certificate is recommended, especially for individuals who frequently utilize social services, it is not compulsory for working pensioners. Vasilyeva emphasizes, "The pension certificate isn't a requirement for working pensioners to receive their pensions, but it may become necessary for other benefits, so it is prudent to obtain it."

Residents are encouraged to stay informed about their rights and available services relating to pension support, as ongoing updates in governmental policy evolve to align better with the needs of the public.
