A tactful yet resolute approach is necessary to honor democratic principles without falling prey to the very tensions Beijing seeks to exploit.

While the education and advocacy of the Chinese diaspora can produce fruitful outcomes, they are but one part of the equation. Broader security measures may be warranted to stymie the infringements on individual liberties and community effects of organized opposition faced by dissidents abroad.
