Musk Aims To Establish Starbase As Texas Company Town

SpaceX employees take steps toward creating their own community with official petition.

Elon Musk is making headlines as he seeks to establish Starbase, Texas, marking what could be one of the most ambitious attempts at creating a company town by any modern industrial titan. For years, Musk has expanded his presence throughout Texas, moving several of his companies from California to the Lone Star State.

Now, with his rocket launch company, SpaceX, at the forefront of this development, Musk and his staff are taking significant steps toward creating Starbase, which is envisioned as not just a workplace, but also as home for its employees. Recently, SpaceX workers gathered the necessary signatures and formally petitioned to hold elections to incorporate the town.

The petition, submitted to officials at Cameron County, outlines the basic structure of Starbase. If approved, it would allow local residents to cast their votes for three city officials, including the newly proposed mayor, who, intriguing enough, is SpaceX’s own security manager, Gunnar Milburn. "This is a very unique situation," said Austin attorney Alan Bojorquez, who specializes in local government incorporation. He noted, “I've never helped a company form its own town before.”

Located at the southern tip of Texas, near Boca Chica Beach where many of SpaceX's rockets are launched, the proposed town spans approximately 1.5 square miles, positioning it slightly larger than New York's Central Park. According to the petition, there are currently around 500 residents, including at least 219 primary inhabitants and over 100 children. Most of these individuals are tenants who work directly for SpaceX, living closely encapsulated within the shadow of the company’s operations.

SpaceX has been known to provide its workers with housing arrangements including mid-century homes and even Airstream trailers. Yet, the creation of Starbase seeks to solidify this arrangement officially, integrating the employees' living conditions with their work environment.

There are few precedents for company towns sprouting up under such unique circumstances. While there are instances such as Todd Mission, near Houston, where the founder of the Texas Renaissance Festival became the town's mayor, the notion of employees launching their governance through company membership has rarely come to pass. Musk has been eyeing more expansion beyond Starbase, with plans for additional employee housing ventures near Austin.

The motivation for this incorporation appears multi-faceted. It would allow the Starbase community to manage its own utilities and establish its governance, thereby reducing its dependency on Cameron County's infrastructure. Kathryn Lueders, SpaceX’s general manager for Starbase, suggested, "The ability to grow Starbase as a community" is integral to their plans. The new governance could potentially create local police and fire departments if it chooses to do so, thereby ensuring the safety and structural stability of the new city.

Beyond basic governance, incorporation could provide opportunities for federal and state funding, as well as legal immunity and the right to eminent domain for property issues. Local judge Eddie Treviño Jr. acknowledged the complexity involved: "We thought their purpose was just to change the place name, but obviously they wanted to do more. They thought this would bring some advantages." The county is currently reviewing the petition to determine if it meets requisite legal conditions; if so, local elections could happen as early as next year.

Despite the potential benefits, SpaceX’s ambitions have not gone unnoticed by environmental groups who have voiced opposition against the frequency and scale of rocket launches impacting coastal ecosystems. Historic tensions with residents partially stem from complaints about road access and safety caused by the launches, with Brownsville’s citizens often caught off guard by sudden blockades.

For many employees such as Cayetana Polanco, the establishment of Starbase symbolizes opportunity and community. Polanco expressed her anticipation of the project, stating, "If this petition is successful, my child may become the first baby born in this new city, which will be memorable!" Nearly all residents are deeply interconnected with SpaceX, and the company holds significant control of property within the proposed Starbase area.

While as of now, Musk himself has not signed the petition, he is, nonetheless, invested personally, as he maintains residency within Cameron County. The dynamics surrounding Starbase offer insights not only on corporate governance but also on the evolution of community organization defined by employee-centered models.

Overall, the feasibility of Starbase remains to be seen, but one thing is clear—Elon Musk's ambitions to cultivate this new community could establish new norms for company towns and redefine employee-organization relationships.
