The Kingdom of Morocco has officially taken significant strides toward digital transformation with the launch of its national digital services portal on February 14, 2025. This initiative, spearheaded by the Ministry of Digital Transition and Administrative Reform, aims to simplify and categorize access to various public services available online.
The portal was unveiled during the Digital Administration Forum held in Rabat, led by Minister Amel El Falah and attended by numerous government officials and representatives from both public and private sectors. This launch is seen as part of the broader royal directives vocalizing the importance of enhancing digital growth within public institutions.
The digital services portal is more than just an online tool; it embodies Morocco's commitment to fostering efficient public service accessibility. According to the Ministry of Digital Transition, the newly restructured portal aligns with digital development strategies, ensuring procedures are simplified and streamlined for the administrative journeys of users. The ministry highlighted, "The national portal will simplify access to digital public services for users, providing one clear entry point for all administrative needs."
This online gateway has been redesigned to cater to over 650 public services, supporting citizens, businesses, and various governmental bodies. The portal’s focus on enhancing the user experience through the integration of best international practices and implementing continuous user satisfaction metrics serves as a compelling leap toward modernized public administration.
Catering to all users, the portal is equipped with multilingual text reading tools and accessibility features for individuals with disabilities. It also incorporates feedback channels, allowing users to express their opinions on the digital public services provided and the opportunity to contribute suggestions through the tool dubbed “Give Your Opinion.” This feature directly connects user feedback to public institutions for service refinement.
Highlighting the collective efforts behind this significant digital milestone, the Ministry recognized the initiative known as the “Raed Network.” This network serves as a collaborative space for digital transformation ambassadors from multiple governmental sectors, aimed at facilitating constructive dialogue on digital innovation within the public sector.
Beyond the portal, the Ministry of Digital Transition is set to address the digital divide by establishing digital service centers across different regions of the country. This multi-faceted approach not only seeks to assist citizens with non-paper administrative procedures but also strives to minimize geographical and digital access inequalities.
Future connectivity plans were announced, aiming for 25% of Morocco's population to achieve access to mobile communication services via 5G technology by 2026, and extending coverage to 70% of the population by 2030. The Ministry committed to ensuring comprehensive coverage of cities hosting events for the 2030 World Cup and implementing the second phase of the National High-Speed Internet Plan (PNHD2), which seeks to supply high-speed internet setups to approximately 5.6 million households by 2030. To bolster these advancements, 6,300 public administrative sites will be equipped with fiber optics by the end of 2026.
Through this initiative, Morocco demonstrates both ambition and readiness to incorporate technology deeply within public service dealings, undoubtedly transforming the relationship between the state and its citizens.
