Overijssel, Netherlands, has recently seen significant changes in crime reporting practices, with officials attributing this to the success of the Meld Misdaad Anoniem campaign aimed at combating drugs-related crimes. The initiative, launched by Meld Misdaad Anoniem with the backing of the Province of Overijssel and local municipalities, sought to empower residents and workers, particularly those within rural areas, to report criminal activities they witness.
Beginning in June 2024, the campaign focused on raising awareness about the importance of reporting crimes, especially against the backdrop of rising criminal activities linked to drugs. After just six months, reports surged by 17%, representing substantial progress compared to figures gathered from the rest of the Netherlands.
According to campaign officials, the initiative successfully reached approximately half a million residents through targeted advertising and social media outreach. Andries Heidema, the Commissioner of the King of Overijssel, emphasized the value of community engagement, saying, “Together, let’s stand as one against organized crime.” Such sentiments were central to the campaign’s messaging, as it aimed to lower barriers for those hesitant to come forward with information.
Over the campaign's operation, it recorded 831 reports—an average of 32 weekly. Among those reports, there were 84 concerning drug production and 69 related to undermining criminal activities. The increase was not limited to drugs; many citizens began reporting other crimes such as violence, illegal weapons possession, and even illicit fireworks usage.
Despite the successful campaign results, authorities note the continued need for vigilance. Regions like Overijssel are particularly vulnerable due to their location and relative accessibility, making them attractive to organized crime. Heidema remarked on the impressive reach of the campaign, stating, “The numbers do not lie. An estimated half a million people were reached through social media. They saw the advertisements 7 to 10 times.” These repeated messages contributed to the heightened awareness and encouraged residents to take action against crime.
To maintain momentum and continue addressing crime, the Provincial States resolved to implement additional programs aimed at enhancing crime prevention efforts. These include various initiatives to support local farmers and community professionals, ensuring they have the tools and knowledge necessary to report suspicious activities and maintain safe environments.
Expanding upon the successful elements from the Meld Misdaad Anoniem campaign, partners from different sectors—local governments, regulatory bodies, safety partners—are joining forces to disseminate information and encourage community dialogue about crime. Awareness programs involving presentations and training for various professional stakeholders have also been structured to spread the message across broader segments of Overijssel’s population.
Indeed, the concerted efforts to combat organized crime do not stop here. The provincial program launched to tackle underground crime is set for more extensive rollout. A dedicated safety coach is being introduced to offer guidance and resources to farmers and professionals operating within the rural expanse.
Experts are also stepping up. Specialized teams will work closely with municipalities, bolstering safety policies and ensuring the local authorities are prepared to respond to increasing reports and threats. This collaborative approach aims to maximize the existing community networks and align with other government-led campaigns, such as the “Houd misdaad uit je buurt” (Keep crime out of your neighborhood) initiative from the Ministry of Justice and Security.
