Massive Fire Displaces Thousands At Manila Port Slum

Community left reeling after blaze destroys over 1,000 shanty homes

A massive fire broke out early on Sunday morning, November 24, at Isla Puting Bato, one of the densely populated slum areas near Manila’s port, causing devastating damage and leaving thousands homeless. The inferno engulfed more than 1,000 makeshift homes and displaced about 8,000 people from this tight-knit community, with authorities struggling to determine the source of the flames.

The fire erupted around 8 AM local time and raged for nearly eight hours, prompting significant firefighting efforts from the Bureau of Fire Protection and the Manila Disaster Risk Reduction and Management Office. The fire was declared under control by 4 PM, but not before reducing extensive areas of this informal settlement to ashes. Video footage shared on social media showed towering flames and thick clouds of black smoke rising from the structures, which are primarily constructed of lightweight materials.

Among them was Elvira Valdemoro, who experienced the fire’s chaos firsthand. “I feel bad because we have no livelihood and no home. Everything is gone. We don’t know how we can eat. We are in a very bad situation, and it’s almost Christmas,” she lamented, expressing her anxiety over the uncertain future. Torn between the urgency to rebuild their lives and the immediate necessity of shelter and food, residents gathered their belongings and thoughts, overwhelmed by the extent of the damage.

The Manila Fire District estimated the fire started on the second floor of one of the houses, with faulty electrical wiring as the likely cause—a recurring issue among the tightly packed homes of the area. Blazes like this are all too common, with many Filipino slums facing similar vulnerabilities due to the use of flammable materials and lack of proper fire safety measures. Recently, another tragedy occurred when 11 lives were lost during another fire incident at a five-story building in Manila’s Chinatown, highlighting the vulnerabilities present in urban fire safety protocols.

Witness accounts painted the scene as frantic and desperate. Residents scrambled to escape the flames, ducking and weaving through the high density of their community. Makeshift rafts appeared as lifelines for residents attempting to salvage possessions safely, many clutching items of great sentimental value. Simultaneously, she urged those affected to register for assistance and be prepared to evacuate should their living conditions demand it.

Community centers mobilized quickly, providing meals and shelter, though many families still faced the harsh realities of displaced living.

Many feel the residual effects of the fire will linger long past the physical recovery. Leonila Abiertas, another resident, expressed her trauma, stating, “I only got the urn with the ashes of my husband. I really don’t know how I can start my life again after this fire.” Abiertas poignantly encapsulated the emotional and material loss suffered, reflecting the sacrifices so many have now made.

While local authorities begin to tally the final costs and investigate the cause, the international community has taken notice as they grapple with larger systemic issues affecting urban areas like Tondo. Housing often lacks decisive oversight, trapping residents in precarious living conditions where small sparks can spiral rapidly out of control.

With the holiday season approaching, many South East Asian countries prepare to celebrate, but for the island of Luzon, recovery efforts are now overshadowed by grief and loss. Various organizations have begun to mobilize resources, collecting donations of food, clothing, and shelter supplies to support those displaced.
