In a significant crackdown on illegal drug production, nearly 200 officers from the Drug Crime Investigation Police Department (C04) launched a coordinated raid in Nha Trang, Vietnam, on March 22, 2025, uncovering a massive operation that resulted in the seizure of 1.4 tons of highly pure ketamine and nearly 80 tons of chemicals.
The operation targeted a drug trafficking ring led by 51-year-old Truong Xuan Minh from Taiwan (China), who had established a sophisticated drug manufacturing facility in the Vinh Luong commune of Nha Trang. Authorities reported that Minh had been operating since November 2024, when he rented a 1,000 square meter plot of land in a remote cemetery area, strategically chosen for its isolation.
According to the investigation, Minh also secured an additional 300 square meters of land about three kilometers away for storing raw materials and chemicals. He employed two Chinese nationals and four Vietnamese workers to construct the facility, which was equipped with advanced drug production technology, including seven large-capacity reaction cooling systems, centrifuges, vacuum pumps, and odor processing machines.
By the end of January 2025, the facility was operational, and the first phase of production commenced, yielding approximately 1.8 tons of yellow powder. This product was packaged into 27 foam boxes and sent to a cold storage facility in Nha Trang. After this initial phase, Minh temporarily halted production and allowed his workers to return home.
However, the operation did not stop there. Shortly after, Minh recruited four additional workers and hired two Taiwanese experts in drug production to facilitate the second phase. The yellow powder was returned to the factory, where solvents were added, and the mixture was heated and filtered to produce a white powder. This final product was then transported to a warehouse at 47 Cat Loi in Nha Trang for the last stage of producing pure ketamine.
On the night of March 22, law enforcement officials executed the raid, catching the suspects in the act of illegal drug production. The authorities confiscated 118 kilograms of finished ketamine, 160 liters of ketamine solution, and 17 tons of chemicals from the production facility. Additionally, about 90 kilograms of ketamine and 270 liters of solution were found at the warehouse on Cat Loi Street, while another warehouse in Vinh Phuong commune contained around 57 tons of chemicals and 380 liters of gas.
In total, 11 individuals were arrested during the operation, including four Chinese nationals, three Taiwanese, and four Vietnamese. Initial interrogations revealed that the suspects acknowledged their involvement in the illegal drug production activities.
The investigation into this extensive drug ring began in August 2024, when authorities received information from Chinese counterparts about two individuals with a history of illegal drug production who had entered Vietnam with a large shipment of glass tubes. This intelligence prompted the establishment of a dedicated task force to dismantle the operation.
As the investigation progressed, C04 officers meticulously tracked the movements of Minh and his associates, ultimately leading to the successful raid. The operation was hailed as the largest drug production bust in Vietnam's history, marking a significant victory in the fight against drug-related crime.
On March 26, 2025, C04 announced the successful dismantling of the drug production ring, with officials praising the collaboration between various law enforcement agencies. The Prime Minister of Vietnam, Pham Minh Chinh, sent a letter of commendation to the task force, acknowledging their exceptional efforts in combating drug trafficking and ensuring that Vietnam does not become a transit point for international drug trade.
In his letter, the Prime Minister highlighted the importance of such operations in maintaining public safety and promoting a drug-free environment in the country. He expressed gratitude to the officers for their bravery and determination in tackling this critical issue.
