March Payments On NoiPA Platform Create Anticipation For Some Employees

Public sector employees can preview their March net salaries, but others await special issuance next month.

March 2025 has brought significant developments for public employees awaiting their salaries via the NoiPA payroll system, with early access now available for many.

According to details released on February 27, 2025, public sector employees have been able to consult their net salary amounts for March through the NoiPA portal. This advance notice is instrumental for budgeting and financial planning for many workers. Importantly, the amount accessible online is strictly the net pay and does not include the full payslip details.

Access to this information is granted to nearly all public sector employees, with notable exceptions. Short-term school substitutes and volunteer firefighters are excluded from this early access. These groups will need to wait for the special issuance scheduled for March to determine their net salary amounts.

For employees within the Central Functions sector, there is currently no news of back payments being processed with the March issuance. No arrears will be disbursed to these workers, who are part of the ministerial structure. The expectation is for arrears related to the renewal of the 2022-2024 CCNL contract to be credited during the forthcoming special issuance later this month. It’s important to note these arrears are applicable only for the period starting from 2024, including to pensioners.

While waiting for these payments, employees may notice increased net amounts for March. This adjustment reflects increases already applied from the labor contract (CCNL) provisions, which aim to support public sector employees amid rising living costs.

So, when can employees expect those long-awaited arrears? The anticipation remains palpable for staff members within the ministerial departments. Based on the NoiPA schedule, the special issuance on March 18 will be key for these workers. During this event, they will finally see their back payments recognized, credited separately from the ordinary issuance. This means to expect different payslips for creditors.

The urgent and special issuance dates noted are:
- Thursday, March 13: This unique urgent issuance will encompass only outstanding amounts stamped “payment authorized” by 2 PM on this date.
- Tuesday, March 18: The special issuance is particularly for temporary and substitute school staff and volunteer firefighters, containing only amounts confirmed as “payment authorized” by the same deadline.

Payments will typically be credited within 10 to 11 days following these issuances. Estimated payment dates for the upcoming disbursements are:
- By March 24: Expected for the urgent issuance of March 13.
- By March 28: Scheduled for the special issuance of March 18.
