Maputo Prison Riot Sparks Chaos And Civil Unrest

Over 1,500 inmates escape as Mozambique faces protests following disputed election results.

A significant riot erupted at the Central Prison of Maputo, Mozambique, on October 24, 2023, resulting in the escape of at least 1,534 inmates, with reports indicating 33 fatalities and 14 injuries stemming from the violence. This tragic event is intricately linked to the civil unrest plaguing Mozambique following the announcement of disputed election results.

According to the Commander General of the Mozambique Police, Bernardino Rafael, the riot was characterized as premeditated actions by elements of civil unrest following recent elections. "We expect a sharp rise in all types of crime in the city of Maputo," Rafael stated during a press conference, expressing deep concerns about the jailbreak, which included some highly dangerous individuals among the escaped inmates.

The Central Prison of Maputo, located roughly 14 kilometers outside the capital, housed approximately 2,500 inmates at the time of the riot. The chaos began around 1 p.m. local time and was reportedly ignited by external demonstrators agitating for the release of inmates. Rafael described how, during the protests, "This agitation led to the collapse of a wall, facilitating the prison break, even as guards confronted the rioters. This confrontation resulted [in] 33 deaths during direct encounters with prisoners. 15 were injured nearby," Rafael elaborated.

The unrest follows the recent electoral turmoil, where protests broke out after the Constitutional Council of Mozambique confirmed the election of Daniel Chapo from the ruling party, Frelimo, which garnered 65.17% of the votes. These results sparked immediate backlash from supporters of the opposition party led by Venâncio Mondlane, who alleged electoral fraud after this party secured only 24% of the vote.

These post-election protests have caused widespread disruption across Mozambique, with reports indicating at least 56 people have lost their lives amid clashes with security forces aimed at controlling the riots. Additional statistics reveal over 152 individuals suffered injuries from firearms since the unrest began.

While some officials, such as Rafael, attributed the violence to the protests outside the prison, Justice Minister Helena Kida provided another perspective during her interview with Miramar TV. She firmly asserted, "The unrest inside the prison had nothing to do with the protests outside," implying internal factors also played a significant role.

The sequence of events leading to the riots also included earlier attempts at breakouts, with Rafael noting similar incidents at other prisons, reinforcing fears about potential organized violence and criminality spurred by the current political climate.

Rafael has made pleas for the voluntary surrender of escaped inmates, as authorities brace for what he termed as "the consequences of the wide-scale liberation of convicted felons," expressing both alarm and frustration over the lawlessness erupting across Mozambique.

The shocking events have prompted serious concerns about public safety and the stability of the region, with police anticipating increased criminal activities within the forthcoming days as the nation attempts to navigate the fallout from these tumultuous protests and the recent electoral results.

With the situation remaining volatile, protests continue across the country as citizens express their dissatisfaction with the political state, underscoring the deep rifts among Mozambique's citizenry.
