Manipur Extends AFSPA As Ethnic Violence Persists

Government cites security challenges and lawlessness as justification for six-month extension amid tensions between Meitei and Kuki communities

The situation in Manipur, northeast India, remains tense as the state government has decided to extend the Armed Forces (Special Powers) Act (AFSPA) for another six months. This extension will take effect from October 1 and is applicable across the state, except for 19 specified police stations particularly within the Imphal valley. The decision reflects the government's attempt to manage the persistent ethnic violence and law-and-order issues permeated by conflicts between the Meitei and Kuki communities.

The announcement issued by Home Commissioner N Ashok Kumar highlights the need to maintain status quo, citing violent activities from extremist groups as well as the capability of the state machinery as core reasons for this extension. "The situation is such, it is not expedient to have detailed assessments," the notification stated, reinforcing the government's stance on safety and security management.

Since May last year, Manipur has been embroiled in significant ethnic turmoil, resulting in over 200 deaths and displacing countless others from their homes. The tensions primarily revolve around competition for land and jobs between the dominant Hindu Meitei community, which constitutes about 53% of the population, and the tribal communities, such as the Kukis and Nagas, who make up around 40%. This complex demographic makeup and historical grievances have only intensified the strife.

Interestingly, the AFSPA has been part of Manipur's governance since the early 1980s, allowing armed forces wide-ranging powers to maintain public order. This controversial law has faced criticism for its sweeping authority, including prohibiting any legal action against security personnel without prior approval from the Union government. There have been efforts to lift the disturb area designation from various regions over the years; for example, the act was revoked from Imphal municipality back in 2004, and more recently, it was lifted from certain police stations across six districts.

These stations include Imphal, Lamphel, City, Singjamei, Sekmai, Lamsang, Patsoi, Wangoi, Porompat, Heingang, Lamlai, Irilbung, Thoubal, Bishnupur, Nambol, Moirang, Kakching, Jiribam, and Leimakhong. Most of these areas are predominantly inhabited by the Meitei community, reflecting how the law has been selectively applied based on demographic composition.

The extension has not been met without critique. Opponents argue it risks normalizing military oversight and undermining human rights within civilian life. While the government contends it is defending peace and law and order, the local sentiment reflects deep-seated frustration over military interventions and the perceived failure to protect citizens adequately.

Rights organizations and activists maintain the AFSPA fosters impunity among security forces, leading to human rights violations, including arbitrary detentions and extrajudicial killings. The outcry against its continuation persists, as the law often draws comparisons to colonial-era rule, stoking public resentment and fear.

A detailed approach to security and community reconciliation is urged by various stakeholders, emphasizing the necessity for dialogue and engagement with all factions involved. One recent strategy involves community leaders from both sides engaging in talks aimed at reducing hostilities, though results have yet to be fully realized.
