Legislative Assembly Discusses DETRAN-PB Employee PCCR

Public hearing addresses updates to employee remuneration and hazard pay for traffic agents.

On April 24, 2025, the Legislative Assembly of Paraíba (ALPB) convened a public hearing to discuss the Plan of Positions, Careers, and Remuneration (PCCR) for employees of the Department of Transit of Paraíba (DETRAN-PB). The event, proposed by Deputy Michel Henrique, took place at the plenary of the Casa Epitácio Pessoa and also addressed the implementation of hazard pay for traffic agents.

Deputy Michel Henrique emphasized the importance of the discussion, stating that the legislative house is the rightful venue for addressing the concerns of public servants. He noted that the current PCCR for DETRAN-PB requires updates to ensure improved working conditions and services for the society. “I was approached by DETRAN employees regarding the PCCR, and I made myself available here, which is the appropriate forum for us to discuss this,” he remarked. “We are here to listen to their difficulties so that we can be a bridge for dialogue with the Executive Power to achieve an update of their PCCR. This will help the employees advance within the institution, and consequently, society will benefit from better services, with more qualified and engaged professionals,” he added.

Isaías Gualberto, the director-superintendent of DETRAN-PB, echoed the sentiment, asserting that the discussion surrounding the PCCR is essential and finds an appropriate space in the legislative assembly for dialogue. “It is important and healthy to debate, especially because this is the right place to discuss a demand that has existed for many years. We have several projects, as well as commissions to discuss the subject internally. We have studies practically ready that are currently being discussed within the administration, and we hope that internal conflicts will be resolved so that this plan can progress more quickly and be implemented,” Gualberto explained.

He further noted that the PCCR has been under administrative review for over five years. Another significant point raised during the hearing was the inclusion of hazard pay for traffic agents, a priority issue for DETRAN-PB. Gualberto highlighted the urgency of this request, citing recent federal legislation that recognizes the risks associated with the role. “It is a dangerous activity because these are individuals who work during the night and risk being run over, often by intoxicated drivers,” he stated.

Willian Alves, representing the traffic agents of DETRAN-PB, argued that updating the PCCR and implementing hazard pay would recognize the efforts of the employees. “It would be a demonstration of concern and appreciation for the employees and also for the population, because by valuing the employee, they will feel motivated to provide good service to society,” Alves contended.

In addition to the discussions regarding the PCCR, the DETRAN-PB was also active in overseeing the quality of vehicle identification plate stamping through its Commission for Accreditation of Vehicle Identification Plate Stampers (CCEPIV-PB). The commission recently finalized inspection visits for the first half of 2025, covering 31 stamping companies across various cities, including Cajazeiras, where one stamping company was disapproved for failing to meet the requirements established by Ordinance 371/2022.

According to Paulo Pimentel, president of the commission, the ordinance mandates technical visits for new companies seeking accreditation and semiannual inspection visits for those already accredited. “During the inspection, the stampers must demonstrate their technical qualifications by presenting samples of plates for analysis. We also check the facilities, equipment, and compliance with the requirements set by Contran,” Pimentel elaborated.

Besides Cajazeiras, inspections also took place in cities like Santa Rita and Esperança, where two additional stamping companies were disapproved. Cajazeiras already has one vehicle plate stamping company operating fully. Pimentel confirmed that inspections will continue in the second semester, ensuring that all accredited units maintain service quality and adhere to the established norms.
