Lai Chau Announces Major Political Restructuring

City merges multiple departments to streamline governance and improve efficiency

On March 3, 2025, the Lai Chau City Party Committee convened to announce significant changes to the organizational structure within the political framework of the city. This conference underscored the city's commitment to implementing effective reforms to streamline its political and administrative operations.

The consolidation efforts resulted in the merger of the City Party Committee's Propaganda Department and Mass Mobilization Department, now collectively functioning as the City Party Committee's Propaganda and Mass Mobilization Department. This merger reflects the city's aim to increase efficiency and effectiveness within its governance.

During the same conference, the Lai Chau City People's Council revealed the integration of the City People's Council's Labor, War Invalids and Social Affairs Department with the Internal Affairs Department, leading to the formation of the newly named Internal Affairs Department. Meanwhile, they also established three new departments: Agriculture and Environment, Culture, Science and Information, and Economic, Infrastructure and Urban. Following these changes, the total number of specialized agencies under the Lai Chau City People's Committee now stands at ten, streamlined for improved functionality.

The restructuring of the organizational system was highlighted during the conference by Tống Thanh Bình, the Secretary of the Lai Chau City Party Committee, who emphasized the significance of this event for the city's political climate. He noted, "This is an important political event for the city, reflecting our high determination and efforts for establishing a new organizational model successfully. We need to adhere strictly to the guiding documents from central and provincial authorities to modernize and optimize our political system."

Tống Thanh Bình urged parties involved to maintain consistent communication and training concerning new policies stemming from compliance with the Central Political Bureau's Resolution 18-NQ/TW dated October 25, 2017. This resolution mandates the rationalization of administrative systems for enhanced effectiveness and efficiency.

A synthesized command center for overseeing these organizational changes was also proposed. The city aims to prepare the proper transfer of materials, finances, assets, and other resources needed to align with the modified operational model effectively. This transformation is expected to necessitate proactive engagement from all newly appointed leaders and managers to avoid operational gaps.

The Politburo's recent conclusion, dated March 1, 2025, proactively sets out future expectations for aligning with modern governance standards throughout the country. It emphasizes the importance of collective action and full adherence to these organizational reforms. Such configurations aim not only to meet existing administrative demands but also to incorporate structural changes responding to each locality's specific needs, including demographic shifts and urban planning.

The Ministry of Public Security is also on alert to tackle misinformation surrounding these administrative restructurings. Recently, numerous rumors falsely claimed confirmed mergers of various provinces and cities along with significant administrative changes, propagation which has caused public unrest and confusion.

Consequently, authorities are prioritizing managing this misinformation effectively, with concerted efforts from the Ministry of Interior to collaborate with cybersecurity agencies. Instances have arisen, particularly within Nghe An province, where individuals faced repercussions for unsubstantiated claims made on social media platforms.

The article also indicates the Central Government's formal stance—there is no current official proposal concerning provincial mergers, meaning residents should remain vigilant against unfounded rumors.

With local directives pushing for trimming administrative layers even before the expected Party Congress later this year, discussions surrounding organizational changes have become increasingly urgent.
