The State Institution 'Cadastre' has made significant steps toward simplifying real estate transactions in Kyrgyzstan by enabling property re-registration without the requirement of proof of tax arrears. This transition, reported by the State Tax Service, marks a pivotal change aimed at easing the bureaucratic burden faced by citizens when handling property affairs.
On February 24, 2025, the automated system was launched successfully, allowing over 100 individuals to re-register their property on the very first day without presenting documentation showing they have no outstanding tax debts. This new procedure demonstrates the government’s commitment to streamlining processes and improving the ease of access for citizens dealing with property registration.
The initiative stems from the need to create more efficient data-sharing systems between governmental bodies, primarily developed by the "Salyk Servis" institution. Their innovative approach allows for the automatic verification of taxpayers’ statuses within the Cadastre's systems, effectively removing one of the significant obstacles people faced when trying to re-register their properties.
Previously, individuals had to provide evidence of being up to date on their tax obligations, which often created delays and frustration during the property transaction process. Now, if taxpayers are clear of debts, the Cadastre system will automatically detect this information, expediting their re-registration.
For citizens interested in checking their tax arrears, the State Tax Service recommends using the available online platforms. Individuals can verify their tax status through the mobile application Salyk.kg, the personal cabinet on the website cabinet.salyk.kg, or through the Tunduk application. These platforms empower users to conduct routine checks without the need to visit tax offices physically.
If someone discovers they have outstanding debts, there are several convenient ways to settle them. The Salyk.kg mobile app allows users to pay off their debts directly, and for those using their personal cabinet, payments can be made through QR codes. If access to the personal cabinet is unavailable, specialists at the re-registration site can provide QR codes to facilitate payment through any electronic wallet supporting such transactions.
Importantly, for citizens who lack electronic money capabilities, traditional payment methods through bank offices remain available, ensuring inclusivity for everyone. This dual approach of modern electronic systems and traditional banking options ensures no citizen is left behind.
The successful rollout of this automated system is expected to significantly decrease the wait times and stress associated with property transactions, fostering greater efficiency and transparency within the real estate sector. The government seems poised to continue improving such systems, enhancing overall public services.
Citizens are encouraged to stay informed about these changes and new services via the Tax Service's social media platforms, including updates on the procedures involved and how they can best take advantage of these new systems without unnecessary hurdles.
Through these efforts, Kyrgyzstan aims to streamline its bureaucratic procedures, making it easier for individuals to navigate the realities of real estate transactions and fostering economic growth through improved efficiency.
