Kerala Expands K-SMART Digital Governance To All Panchayats

The initiative aims to streamline public service delivery and enhance transparency for citizens across the state.

The Kerala Government has rolled out K-Smart (Kerala Solutions for Managing Administrative Reformation and Transformation) in panchayats following its successful implementation in corporations and municipalities. This initiative aims to benefit citizens by making government services more accessible, transparent, and faster. Kerala Chief Minister Pinarayi Vijayan launched the initiative on Thursday, April 10, 2025. He stated that governance becomes meaningful only when everyone experiences its benefits. Vijayan added that K-Smart is an effort to realize this vision. “Governance becomes meaningful only when everyone gets to experience its benefits. There are some stubborn individuals who refuse to address genuine demands out of sheer obstinacy,” Vijayan said during the launch. He stated that his government’s aim was to implement a system that works uniformly across the state. “The government is making intense efforts to change that mindset. Not all employees in offices are negligent; many work with a sense of social responsibility. But there is a section more interested in their personal agendas and in implementing things the wrong way,” he added.

The K-SMART initiative, now launched in Panchayats, aims to provide comprehensive services online, from birth to death, enhancing efficiency and transparency within Local Self Government Institutions. There is a mobile app and web-based solution where all services will be integrated. These services will be available in municipalities, corporations, and all tiers of panchayats, including civil registration (birth, death, marriage registration), business facilitation (licenses for trade and industries, paramedical registrations), property tax, user management, file management system, finance module, building permission module, public grievance redressal, and meeting management.

The second phase of K-SMART is now being rolled out after its successful implementation in corporations and municipalities. People evaluate the government through the services provided by local self-governments. Times are changing, and the civil service, too, must evolve accordingly. That’s the government’s vision, and expanding K-SMART to all panchayats is a step in that direction,” he said. Kerala Local Self Government Minister MB Rajesh added that services will now be at the fingertips of citizens. He stated, “Through K-SMART, services will be available within moments. This project represents a technological leap that directly impacts local bodies and the people of Kerala. Services will now be at the fingertips of citizens. Red tape in office files will be eliminated, and corruption can be curbed,” Rajesh said. “Files will be processed efficiently and quickly. K-SMART will help make office services accessible 24×7. It’s a transformative system that will revolutionize and redefine local governance in Kerala,” Rajesh said.

The K-SMART (Kerala Smart Governance Platform) digital governance platform, which was previously available only in municipal corporations and municipalities, has now been extended to all three tiers of local self-government in Kerala, including gram panchayats, block panchayats, and district panchayats. Chief Minister Pinarayi Vijayan officially launched the statewide rollout on April 10, 2025, marking the platform's second phase of implementation. With this, citizens can now access K-SMART services across 941 grama panchayats, 152 block panchayats, and 14 district panchayats, in addition to the six municipal corporations and 87 municipalities where it was already operational.

K-SMART is designed to digitize and simplify public service delivery by eliminating the need for physical visits to local government offices. Through the portal ksmart.lsgkerala.gov.in and the mobile application, users can submit applications digitally at any time, track their status, and receive services such as certificates and receipts via email and WhatsApp. Applications and complaints can also be submitted through Akshaya centres and Kudumbashree help desks. In the past year alone, over 33 lakh files were processed through K-SMART, with nearly 25 lakh files resolved. Approximately five lakh files were cleared outside regular working hours, including weekends and holidays. Officials processed four lakh files within six hours and around 10 lakh files within a single day, reflecting a push for timely and accountable service delivery.

The platform offers a wide range of services, including digital access to building permit information through the K-MAP feature, as well as the ability to apply for or correct birth, death, and marriage registrations. Trade licenses can be obtained and renewed online, and payments for application fees and taxes can be made without visiting an office. The chief minister noted that the expansion is part of the government's broader goal to modernize civil services using technology, reduce delays, and improve transparency. He acknowledged that while challenges remain, initiatives like K-SMART are critical in shifting towards a more efficient and citizen-friendly governance model.

The expansion marks a significant step in Kerala's efforts to unify local governance services under a single digital platform, offering a more accessible and responsive system for residents statewide. Kerala expanded its digital governance platform K-SMART to all panchayats. Chief Minister Pinarayi Vijayan inaugurated the platform’s rural rollout in Thiruvananthapuram on April 10, 2025. Between January 2024 and March 2025, over 35 lakh files were processed digitally, with nearly 76% resolved. The fastest birth certificate was issued in just 6.45 minutes, while marriage certificates have been granted through India's first video KYC facility.

With the launch, K-Smart is now active in all 941 grama panchayats, 152 block panchayats, and 14 district panchayats. The pilot phase began in January this year in Karakulam Grama Panchayat and other local bodies in Thiruvananthapuram. Local Self Government Minister MB Rajesh described the platform as a technological leap that would redefine local governance. “The phrase ‘running around offices wearing out your sandals’ will soon be a thing of the past,” he said. “Red tape will be cut, files will move faster, and corruption can be curbed. Services are now at citizens’ fingertips, accessible 24x7.” The updated platform also introduces new features like ‘Know Your Land’, which offers spatial data to check zoning rules before construction; ‘My Building’, which provides detailed property information; and the ability to file mass petitions online. Marriage registration, even under the Special Marriage Act, can now be completed from anywhere in the world.

Santhosh Babu, director of Information Kerala Mission (IKM), which developed the platform, revealed that 100 developers worked on K-Smart for two years. “It’s an in-house system, unlike many other states where similar platforms are outsourced. Uploading past files was a huge challenge, but it has made the system more robust,” he said. Despite the scale of the rollout, the team expects some early hiccups. “We’re monitoring the transition closely. A rapid response team is in place to address issues as they arise,” he added. Deputy director KP Noufal said the upgrades were shaped by public demand. “With the new portal, transparency will reach its zenith,” he remarked. Even contractors and suppliers stand to benefit—thanks to the new KEFT (K-Smart Electronic Fund Transfer) system, bills can be submitted and processed online, with payments reaching bank accounts within an hour.
