Kentucky Sheriff Faces Murder Charges After Judge Shooting

The tragic shooting of Judge Kevin Mullins sparks outrage and concern over judicial safety

A shocking incident unfolded at the Letcher County Courthouse in southeastern Kentucky, where Sheriff Shawn M. Stines has been charged with the first-degree murder of District Judge Kevin Mullins. This violent act has left the small rural community grappling with the fallout.

According to the Kentucky State Police, the shooting took place Thursday afternoon. Reports indicate there had been some form of argument between Stines and Mullins, but the specifics of this disagreement have yet to be disclosed. When law enforcement arrived at the scene, they found Judge Mullins, aged 54, with multiple gunshot wounds. Tragically, he was pronounced dead at the scene.

Stines, who previously served as Mullins' bailiff and was elected sheriff in 2019, turned himself over to police without resistance and was arrested at the courthouse. The gravity of this situation has not gone unnoticed. “My prayers are with his family and the Letcher County community,” said Kentucky Chief Justice Laurance B. VanMeter. “I ask for respect and privacy on their behalf.”

A few hours after the shooting, Letcher County State Police communicated their findings, reiteratively stressing the shocking nature of the event for the community. “We know it was an argument between the two, but we’re still trying to get answers about what exactly happened before the shots were fired,” said KSP Trooper Matt Gayheart.

This incident is part of broader concerns about rising violence against judicial figures; the U.S. Marshals Service reported significant increases—more than double—in serious threats to federal judges over the last three years. While sheriff Stines has been charged, the motivations and reasons behind the argument remain unclear, and the investigation continues.

Stines has faced scrutiny beyond this incident, having been involved, along with Mullins, in a controversial legal matter concerning claims of misconduct by local law enforcement. A lawsuit alleged deputy sheriff misconduct for offering “favorable treatment for sexual favors,” pointing fingers at the integrity of the sheriff’s office. Notably, the case did not implicate Mullins personally, and questions linger on whether he was aware of the deputy’s actions.

The tension within the sheriff's department reached new heights recently, especially with Stines scheduled to give deposition testimony related to the sexual misconduct allegations surrounding the former deputy sheriff, Ben Fields, who had previously worked as his bailiff.

Stines’ involvement as a defendant in the civil suit has only added layers of complexity to the scenario, leading many to speculate whether the upcoming legal challenges contributed to the tragic confrontation. The small community is now on high alert, reeling from not just the loss of their judge but also the ramifications of having their top law enforcement official implicated.

Prosecutor Matt Butler stated, “A staff member of mine was present during the event and could potentially be considered as a witness.” This development highlights the intertwined relationships within the local judicial and law enforcement systems.

Meanwhile, the Kentucky Attorney General has announced plans to work alongside commonwealth’s attorneys from outside the region to manage the case effectively, ensuring impartiality as the investigation progresses.

Several local leaders and state representatives have expressed their condolences, reinforcing the notion of losing such pivotal figures as judges creates not only legal but emotional voids too.

The loss of Judge Mullins has left the community not only mourning the death of their judicial leader but also yearning for answers to questions surrounding motives and future law enforcement conduct. The local courthouse, once a symbol of justice, now bears the weight of this heartbreaking incident.
