Japanese Political Parties Agree To Abolish Policy Activity Funds

LDP and CDP sign historic deal to eliminate controversial funds, emphasizing transparency.

On April 16, 2023, Japan's ruling Liberal Democratic Party (LDP) and the opposition Constitutional Democratic Party of Japan (CDP) reached a landmark agreement to completely abolish the controversial "policy activity funds," which have long been criticized for lacking transparency. This agreement came during discussions surrounding the political funding reform bill, which includes amendments to the Political Funds Control Law.

The decision to eliminate these funds is seen as a significant step forward in addressing the issues of accountability and transparency in political financing. Under the existing regulations, political parties were not required to disclose the usage of these funds, leading to concerns about the potential misuse of money.

Initially, the LDP had proposed measures to allow certain expenditure categories to remain private, known as "discretionary spending provisions." This proposal was to be included as an amendment to the law but was later withdrawn as part of the negotiations. According to the LDP's House of Representatives manager, Tetsushi Sakamoto, the discussions focused on three main points:


  • The abolition of the policy activity funds.

  • The establishment of legislation enabling oversight from third-party organizations on political funding.

  • A commitment to conclude discussions on the status of corporate and organizational donations by the end of March 2024.

The drive to eliminate these funds was heavily supported by opposition parties, including the CDP and other minor parties, which pressed for complete transparency. A senior member of the CDP, whose comments emphasized the significant victory for opposition voices within the negotiations, stated, "The ruling party has basically folded completely on this issue.”

During the negotiation processes, the CDP chairman, Hiroshi Kasai, highlighted the united front presented by the opposition parties: "The complete abolition of these policy activity funds was driven by the core demands from all opposition parties.” This collaborative spirit among the opposition parties demonstrated their resolve to push for reforms aimed at curtailing deep-rooted issues surrounding political financing.

Plans for the formal vote on the revised Political Funds Control Law are anticipated to take place on April 17, 2023. The bill’s approval would mark the culmination of intense discussions within the current Diet session. The opposition's proposal to eliminate these funds completely aligns with the public's growing demand for enhanced transparency and stricter regulations on political financing.

Although the LDP has accepted the need for change and agreed to abolish the policy activity funds, the future of corporate and organizational donations still hangs in the balance. No final agreement was reached on this aspect, with both the LDP and CDP agreeing to discuss it over the coming months.

With the reform bill now being prepared for voting, political analysts suggest this could be seen as the first of many steps toward addressing longstanding issues within Japan's political funding system. This reform aligns with international trends emphasizing transparency and accountability, reflecting growing public concern over secretive political financing practices.

Despite some backlash from factions within the LDP, many observers believe this decisive step could bolster public trust not only in the LDP but also within the broader political arena, as it tackles the perception of scandals and corruption often associated with undisclosed political spending.

The atmosphere surrounding the political discussions has shifted significantly, with both the ruling and opposition parties recognizing the need for reform. Just before the scheduled vote, stakeholders will be monitoring reactions from constituents and the effects of this agreement on the forthcoming elections.

Overall, the agreement reached between Japan's leading political parties is viewed as a positive move toward greater operational clarity and political integrity. Political funding regulations are likely to evolve based on this agreement, representing the beginning of significant changes for Japan's political finance laws.
