The Jammu and Kashmir Union Territory is witnessing transformative developmental initiatives aimed at empowering its youth, women, and marginalized communities. The Mission YUVA, launched by Lt Governor Manoj Sinha, stands out as a comprehensive program focused on fostering entrepreneurship and supporting the growth of small and medium enterprises (MSMEs). This initiative seeks to empower first-generation entrepreneurs, particularly young individuals and women from remote areas, establishing new businesses and scaling existing enterprises. It integrates multiple skill development programs, including the National Urban Livelihood Mission and the National Rural Livelihood Mission, to boost employment opportunities.
At the heart of Mission YUVA is its commitment to women, planning to transform 40,000 rural women to become ‘Lakhpati Didis’—women who earn one lakh rupees annually—and establishing 20 dedicated hubs for women’s empowerment. It also emphasizes inclusivity, with over 550 persons with disabilities already securing government jobs due to recent reservation policy changes. The mission doesn’t stop there; it extends its reach to sports and infrastructure development, reviving international cricket and establishing academies for water sports and fencing. High-performance training centers are also on the horizon for every district, alongside the Khelo India Winter Games slated for February, set to be hosted at Gulmarg.
Lt Governor Sinha remarked, “Mission YUVA is a comprehensive initiative... empowering our youth, women, and marginalized communities.” He emphasized the effort to create self-reliance and prosperity through the region's untapped potential.
Consolidation of initiatives extends through collaboration with the Centre's Department for Promotion of Industry and Internal Trade (DPIIT) and Jammu and Kashmir Entrepreneurship Development Institute (JKEDI). A Memorandum of Understanding (MoU) was signed during the special startup-focused programme, Jammu Kashmir Konnect, to develop greater branding, outreach, and accessibility to Startup India’s ecosystem. JKEDI Director Rajinder Kumar Sharma reported significant strides, including over 250 new startup registrations under the J&K Startup Policy launched just this March, which has resulted in nearly 1,000 total registrations.
The collaborative effort aims to create market linkages and funding networks, aligning with India’s 2047 vision of becoming a developed country. Sharma noted, “This new collaboration aims to bolster the startup ecosystem, providing young entrepreneurs with necessary resources.” The engagement goes beyond entrepreneurship; it embraces the importance of sports as well. Minister for Youth Services & Sports Satish Sharma announced ambitions for Jammu and Kashmir to emerge as one of the top three sports destinations. The Khelo India Winter Games are key to this vision.
Sharma stated, “We won’t deter... We will bring Jammu and Kashmir among the top three regions in sports.” He is optimistic about fostering regular sporting activities to engage youth and combat social issues like drug abuse. With the All India Inter-University Winter Games gaining momentum, 27 universities are participating, showcasing the regions' commitment to sports.
Further broadening developmental initiatives is billionaire Sajjan Jindal, Chairman of the JSW group, who is pushing to turn Gulmarg, famous for its skiing, Into a world-class destination. After his discussions with Chief Minister Omar Abdullah, he noted, “We discussed the development of Gulmarg along with the ski slopes.” With the Khelo India Winter Games 2025 just around the corner, attracting over 1,000 athletes, the potential for tourism and sports to cue economic growth is immense.
Chief Minister Abdullah shared visions for sustainable tourism: “Preserving ecology, celebrating heritage, and prioritizing immersive experiences.” He expressed ambitions of diversifying Jammu and Kashmir’s offerings beyond mere beauty, highlighting the richness of its cultural assets. This aligns with broader discussions involving renowned figures like tennis legend Vijay Amritraj and culinary icon Michelin-starred Chef Vikas Khanna, showcasing the potential for advancing golf tourism, culinary tourism, and rehabilitation of traditional crafts.
State government officials are seeking to integrate wellness tourism with Jammu and Kashmir's tranquil environments and explore technology-driven innovations to uplift the region's economy as well. Abdullah’s leadership aims to strategically position the Union Territory as not just touristy but also as hub of innovation and culture. The Minister affirmed the state's commitment to restore statehood, signaling to its residents, “You will hear happy announcements in no time.”
Through these multifaceted initiatives focusing on entrepreneurship and sports, Jammu and Kashmir is crafting pathways to socio-economic upliftment, poised to transform its potential challenges. With dedicated efforts to empower the youth, revitalize communal structures, and promote sustainable growth, the region is positioning itself toward brighter, self-reliant future.
