Jammu And Kashmir Moves To Restore Article 370 And Darbar Move

With recent electoral setbacks, various parties strategize on Article 370 and the restoration of regional governance practices

Politics surrounding Jammu and Kashmir continues to ebb and flow, particularly with regard to the contentious Article 370 and the political dynamics following recent elections. The recent moves by various political figures and the government have sparked much debate, illustrating the complex and often fraught history of this northernmost region of India.

Recent developments began with the announcement from the Jammu and Kashmir (J&K) government, which stated plans to bring forth a resolution on Article 370 during the upcoming Assembly session. This announcement was made by Tanvir Sadiq, a member of the National Conference and spokesperson for the party, who emphasized the intention to restore the practice of the "Darbar Move." This practice entails the shifting of administrative functions between Jammu and Srinagar every six months, which had been halted by the current administration to save costs.

Alongside this push for the resolution, Sadiq labeled the abrogation of Article 370, which previously granted special autonomy to the region, as "unconstitutional." The political atmosphere seems charged as Sadiq expressed hope for support from other political players, including the Bharatiya Janata Party (BJP), signaling potential bipartisan moves concerning the Article.

Article 370 was abrogated in August 2019, leading to significant political change when the state was bifurcated, becoming two Union Territories: Jammu & Kashmir and Ladakh. This historic watershed continues to influence the region's politics, including the recent electoral setbacks faced by the Congress party, which only secured one seat during the recent assembly elections—its worst performance ever.

The Congress party initiated the formation of a fact-finding committee to determine the reasons behind this unprecedented setback. Led by senior leader Ravinder Sharma, the committee is tasked with deeply analyzing the campaign strategies, particularly focusing on candidate selection errors. Questions have risen concerning candidate Satish Sharma's exclusion from the party ticket, which many see as contributory to the Congress's failure, especially as Sharma later won his seat as an independent candidate, defeating Congress's official nominee.

Among the political figures commenting on the party’s defeat was Rahul Gandhi, the leader of the Congress, who demanded accountability and sought detailed reports on the situation. He accused local Congress leaders of prioritizing personal interests over party loyalty, which fueled dissatisfaction among party workers and supporters alike.

The National Conference (NC), which managed to secure 42 seats in these recent elections, has taken advantage of the Congress's misfortune. The NC's platform hinged heavily on restoring both Article 370 and statehood to J&K—issues they view as central to the region’s identity and governance. The party’s leader, Omar Abdullah, is currently engaging with central ministers to address pressing concerns from the people of Jammu and Kashmir.

Adding another layer to the discourse, prominent Indian journalist Aditya Raj Kaul made headlines when he declined to participate in an Oxford Union debate on Kashmir, citing concerns over the presence of guests linked to terror financing. His refusal to engage with what he referred to as "India baiters" has ignited discussions about how the Indian narrative is framed abroad, especially concerning sensitive topics such as Kashmir. Calling out the Oxford Union for accepting controversial figures, Kaul underscored how such actions compromise the integrity of democratic platforms meant for constructive debate.

Meanwhile, events on the ground continue to be marred by violence, with reports of terror attacks leading to civilian and military casualties. Recent incidents highlight the persistent strife within the region, posing worries about the overall security situation and the wellbeing of residents.

The full restoration of Article 370 remains central to political discussions as parties gear up for the forthcoming Assembly session on November 4. The potential for increased communal and political tension looms large, with accusations of the BJP attempting to inflame communal divisions for electoral advantage, as Sadiq contends.

With political identities deeply entwined with the historical and often contentious nature of Kashmir's governance, these developments offer insights not only about the political future of Jammu and Kashmir but also convey wider national and international ramifications. The story of Jammu and Kashmir is far from over, and its future will undoubtedly be written through the actions and responses of its political leadership.
